Stat. tit. 74, § 74-2900.1","heading":"Definitions - Cooperation of state housing agencies","body":"with federal government - Leasing of vacant housing units.\n\nA. As used in the Oklahoma Homeless Prevention Act:\n\n1. \"Comprehensive case management\" means:\n\na. the assessment of the needs of an individual or\n\nfamily,\n\nb. the development and implementation of an employability\n\nplan for the individual that accounts for family\n\ncircumstances,\n\nc. the coordination and monitoring of service delivery,\n\nd. the evaluation of service effectiveness, and\n\ne. the reassessment of the needs of the individual or the\n\nfamily.\n\n2. \"Homeless individual or family\" means any person or family\n\nwho:\n\na. lacks a fixed, regular and adequate nighttime\n\nresidence, or\n\nb. has as a primary nighttime residence a publicly or\n\nprivately operated shelter designed to provide\n\ntemporary living accommodations, or\n\nc. has as a primary nighttime residence a public or\n\nprivate place not designed for, or ordinarily used as,\n\na regular sleeping accommodation for human beings.\n\nThe term includes those families and persons who do\n\nnot have access to normal accommodations as a result\n\nof violence or the threat of violence from a\n\ncohabitant, or\n\nd. is in imminent danger of becoming homeless.\n\n3. \"Mentally ill person\" means a mentally ill person as defined\n\nby Section 1-103 of Title 43A of the Oklahoma Statutes.\n\n4. \"Self-sufficiency program\" means a job opportunity and basic\n\nskills training program designed to ensure that persons receiving\n\nhousing assistance obtain the education, training, and employment\n\nthat will help such persons avoid long-term dependency on such\n\nassistance.\n\n5. \"Committee\" means the Oklahoma Homeless Prevention\n\nCommittee, created in Section 2 of this act.\n\nB. The Department of Human Services, the Department of Mental\n\nHealth and Substance Abuse Services, the Oklahoma Department of\n\nCommerce, the Oklahoma Housing Finance Agency and any state agency\n\nwith housing services may cooperate with federal government programs\n\nor any other public or private entity or person in providing housing\n\nor assistance for housing to homeless individuals or families, and\n\nmentally ill persons who are in need of housing.\n\nC. As funds are available, all state agencies specified in this\n\nsection and any other state agency with housing services, in\n\naccordance with state and federal law, may provide resources to\n\nlocal government agencies, local housing authorities or nonprofit\n\nagencies to lease vacant housing units which are subject to\n\ngovernment control or which have been donated by any public or\n\nprivate entity for use by homeless individuals or families and\n\nmentally ill persons who are in need of housing. Funds available\n\npursuant to this section shall be used to guarantee coverage of\n\nutility costs, repairs, insurance, and building and yard maintenance\n\nof leased properties. Homes which have been temporarily donated by\n\nprivate entities shall not be eligible for any monies so received\n\nfor repairs to such homes.\n\nD. Any agreement entered into pursuant to this section between\n\na state agency and a local public or private nonprofit agency or\n\nhousing authority shall require the local agency or authority to\n\nsupervise the person to be served and secure an enforceable\n\nagreement requiring the person to be served to maintain the leased\n\nproperty. A violation of this agreement may result in termination\n\nof the agreement and eviction from such leased property pursuant to\n\nSection 132 of Title 41 of the Oklahoma Statutes.\n\nE. In accordance with state and federal law, state agencies\n\nspecified in this section and any other state agency with housing\n\nservices may solicit government funds and grants, seek private\n\nresources, and receive and distribute private, state and federal\n\nfunds to local public or private nonprofit agencies or housing\n\nauthorities to provide housing or assistance for housing or housing\nStatutes.\n\nE. In accordance with state and federal law, state agencies\n\nspecified in this section and any other state agency with housing\n\nservices may solicit government funds and grants, seek private\n\nresources, and receive and distribute private, state and federal\n\nfunds to local public or private nonprofit agencies or housing\n\nauthorities to provide housing or assistance for housing or housing\n\nservices as provided for in this section. The local agency or\n\nauthority may require the person residing in the leased property to\n\nparticipate in the payment of utilities, repair and maintenance to\n\nthe extent possible.\n\nF.
