The Legislature finds that current economic conditions,\n\nfederal housing policies, and declining resources at the federal,\n\nstate, and local level adversely affect the ability of moderate- and\n\nlow-income persons to obtain safe, decent, and affordable housing.\n\nThe Legislature also finds that the lack of affordable housing in\n\nrural communities of this state is an impediment to economic\n\ndevelopment and business expansion in these areas.\n\nB.
