There is hereby created until July 1, 2023, the Oklahoma\n\nCommission on Opioid Abuse.\n\nB. The Commission shall be chaired by the Attorney General and\n\nbe composed of thirteen (13) members representing the health\n\ncommunity, state and local law enforcement, the business community\n\nand the Legislature. The Commissioner of the Department of Mental\n\nHealth and Substance Abuse Services, or a designee, the Director of\n\nthe Oklahoma Bureau of Narcotics and Dangerous Drugs Control, or a\n\ndesignee, the Chairman of the Oklahoma District Attorneys Council,\n\nor a designee, and the Commissioner of the Oklahoma Department of\n\nInsurance, or a designee, shall serve as ex officio members. The\n\nfirst meeting of the Commission shall be called by the Chair.\n\n1. The Governor shall appoint two members:\n\na. a licensed practicing doctor of osteopathy, and\n\nb. a pharmacist licensed by the State Board of Pharmacy;\n\n2. The Speaker of the House of Representatives shall appoint\n\ntwo members:\n\na. a member of the House of Representatives, and\n\nb. a dentist licensed by the Board of Dentistry;\n\n3. The President Pro Tempore of the Senate shall appoint two\n\nmembers:\n\na. a member of the Senate, and\n\nb. a licensed practicing medical doctor; and\n\n4. The Attorney General shall appoint two members:\n\na. a licensed advanced practice registered nurse, and\n\nb. a citizen of this state who is qualified by education\n\nor experience in business or economic development.\n\nC. The Commission shall study, evaluate and make\n\nrecommendations for any changes to state policy, rules or statutes\n\nto better combat opioid abuse in Oklahoma.\n\nD. The Commission shall prepare and issue a report of its\n\nfindings and recommendations to the Governor, President Pro Tempore\n\nof the Senate and the Speaker of the House of Representatives by\n\nDecember 31, 2019, and each year thereafter no later than December\n\n31 of each year.\n\nE. Members of the Commission shall receive no compensation for\n\nserving on the Commission, but shall receive travel reimbursement as\n\nfollows:\n\n1. State employees who are members of the Commission shall be\n\nreimbursed for necessary travel expenses incurred in the performance\n\nof their duties by their respective agencies in accordance with the\n\nState Travel Reimbursement Act;\n\n2. Legislative members of the Commission shall be reimbursed\n\nfor necessary travel expenses incurred in the performance of their\n\nduties in accordance with the provisions of Section 456 of Title 74\n\nof the Oklahoma Statutes; and\n\n3. All other members of the Commission shall be reimbursed by\n\nthe Office of Management and Enterprise Services for necessary\n\ntravel expenses incurred in the performance of their duties in\n\naccordance with the State Travel Reimbursement Act.\n\nF. The meetings of the Commission shall be subject to the\n\nOklahoma Open Meeting Act.\n\nG.
