Stat. tit. 74, § 74-3003","heading":"Definitions","body":"As used in Section 3001 et seq. of this title:\n\n1. \"Blind person\" means a person having a visual acuity not to\n\nexceed 20/200 in the better eye, with correcting lenses, or visual\n\nacuity greater than 20/200 but with limitation in the field of\n\nvision such that the widest diameter of visual field subtends an\n\nangle no greater than twenty (20) degrees;\n\n2. \"Council\" means the State Use Advisory Council;\n\n3. \"Qualified nonprofit agency for the employment of people\n\nwith significant disabilities\" means a nonprofit agency employing\n\npersons with significant disabilities who constitute at least\n\nseventy-five percent (75%) of the direct labor hours engaged in\n\ndirect production, manufacturing, processing and/or assembling of\n\nproducts or services offered by the agency for procurement by this\n\nstate or who meet the definition of blind person as provided for in\n\nparagraph 1 of this section, or which is certified as a sheltered\n\nworkshop by the Wage and Hour Division of the United States\n\nDepartment of Labor;\n\n4. \"Person with significant disabilities\" means an individual\n\nwith a physical or mental disability constituting a substantial\n\nhandicap to employment and preventing the person from engaging in\n\nnormal competitive employment and/or includes any blind person;\n\n5. \"Qualified organization\" means a blind person or qualified\n\nnonprofit agency for the employment of people with significant\n\ndisabilities contracting to supply goods or services;\n\n6. \"Manufactured\" means goods made by manual labor;\n\n7. \"Produced\" means to have brought into existence or created\n\nfrom raw materials;\n\n8. \"Processed\" means the action of taking something through an\n\nestablished and mostly routine set of procedures or steps to\n\nsubstantially convert a potential product from one form to another.\n\nThis action involves a sequence of multiple steps each requiring a\n\ndistinct decision-making process to evolve a potential product to\n\nthe next step;\n\n9. \"Assemble\" means to put or fit together or put together the\n\nparts of a potential product;\n\n10. \"Central nonprofit agency (CNA)\" means a qualified 501(c)3\n\nnonprofit entity meeting the qualifications in the Request for\n\nProcurement (RFP) issued by the Office of Management and Enterprise\n\nServices selected to administer and oversee the State Use Program;\n\nand\n\n11. \"Procurement schedule\" means a designated schedule of\n\nproducts and services currently approved by the Office of Management\n\nand Enterprise Services Central Purchasing Division as suitable to\n\nprocure from qualified organizations participating in the State Use\n\nProgram.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"ece8edf619272b1d6517a6048632eac021b124ca7f0f162ac55412c8797e02b2","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-3001.1","next":"us-ok/okla.-stat.-tit.-74-74-3004"},"notice":"GroundRules: Original legal text.
