The chief executive officer of any state agency, board,\n\ncommission, council or other governing body of any department,\n\nsystem or authority shall be required, as part of his or her duties,\n\nto brief any newly appointed member of such governing body within\n\ntwo (2) weeks from the date of the member’s appointment regarding\n\nduties and responsibilities and those of the body to which the\n\nmember has been appointed, providing the new member with a copy of\n\nthe statute or constitutional provision pertaining thereto, a copy\n\nof the last twelve monthly operating budgets showing all\n\ndisbursements and receipts of such department or agency, and a copy\n\nof all rules and regulations existing in the agency, and other\n\npertinent information that will assure that the new appointee is\n\nadvised of such duties and responsibilities. The briefing may be\n\ndelegated in part to the executive director or other managing\n\nofficer of any department, system or authority under supervision of\n\nthe governing body, the responsibility for its accomplishment\n\nremaining that of the chief executive officer.\n\nB. Beginning January 1, 2027, each person elected or appointed\n\nfor the first time as chief executive officer or head of a state\n\nagency, board, bureau, trust, commission, council, department,\n\nsystem, or authority shall be required within one (1) year after\n\ntaking the oath of office to attend a course directed by the Ethics\n\nCommission. The curriculum for the course shall include, but not be\n\nlimited to, conflicts of interest, impartiality, misuse of office,\n\nmisuse of authority, and financial disclosures. A certificate of\n\ncompletion shall be awarded to those persons who attend and\n\nsuccessfully complete the course, and a list of such persons shall\n\nbe maintained by the Ethics Commission.
