Stat. tit. 74, § 74-3117","heading":"Increase of fees by state agencies - When permitted -","body":"Notice - Justification and documentation.\n\nNo agency, constitutionally or statutorily created state board,\n\nbureau, commission, office, authority, public trust in which the\n\nstate is a beneficiary, or interstate commission, except governing\n\nboards for entities within The Oklahoma State System of Higher\n\nEducation, shall establish or increase fees, except during such\n\ntimes as the Legislature is in session, unless specifically mandated\n\nby the Legislature or federal legislation, or when the failure to\n\nestablish or increase fees would conflict with an order issued by a\n\ncourt of law.\n\nPrior to the establishment or increase of a fee, the agency,\n\nconstitutionally or statutorily created state board, bureau,\n\ncommission, office, authority, public trust in which the state is a\n\nbeneficiary, or interstate commission, except governing boards for\n\nentities within The Oklahoma State System of Higher Education for\n\nwhich fees are reported pursuant to Section 3218.2 of Title 70 of\n\nthe Oklahoma Statutes, shall notify, in writing, the Governor, the\n\nSpeaker of the House of Representatives, the Government Operations,\n\nAgency Oversight and Administrative Rules Committee and the\n\nPresident Pro Tempore of the Senate of the intended action.
