There is hereby created the Health Care Workforce Resources\n\nBoard whose purpose shall be to govern the Health Care Workforce\n\nResources Center promoting the purposes for which the Health Care\n\nWorkforce Resources Center was created in the Health Care Workforce\n\nResources Act.\n\nB. 1. The Board shall consist of nineteen (19) members as\n\nfollows:\n\na. two members of the Oklahoma State Senate. One member\n\nshall be appointed by the President Pro Tempore of the\n\nSenate and one member shall be appointed by the\n\nminority leader of the Senate,\n\nb. two members of the Oklahoma House of Representatives.\n\nOne member shall be appointed by the Speaker of the\n\nHouse of Representatives and one member shall be\n\nappointed by the minority leader of the House of\n\nRepresentatives,\n\nc. the Chancellor of the Oklahoma State Regents for\n\nHigher Education or a designee,\n\nd. the Director of the Oklahoma Department of Career and\n\nTechnology Education or a designee,\n\ne. the State Superintendent of Public Instruction or a\n\ndesignee,\n\nf. the Secretary of Health or a designee,\n\ng. the Commissioner of Health or a designee,\n\nh. a representative of the Governor's Council for\n\nWorkforce and Economic Development,\n\ni. a representative of the University of Oklahoma Health\n\nSciences Center, designated by the president of that\n\ninstitution,\n\nj. a representative of the Office of Management and\n\nEnterprise Services, designated by the Director of the\n\nOffice of Management and Enterprise Services, and\n\nk. a representative of the Oklahoma State University\n\nCenter for Health Sciences, designated by the\n\npresident of that institution.\n\n2. Six members shall be appointed by the Governor as follows:\n\na. one member of a statewide association representing\n\nurban and rural hospitals,\n\nb. one member of a statewide association representing\n\nnurses,\n\nc. one member of a statewide association representing\n\nallopathic physicians,\n\nd. one member of a statewide association representing\n\nosteopathic physicians,\n\ne. one member representing the long-term care industry\n\nchosen from a list of at least three names submitted\n\nby a statewide association representing urban and\n\nrural nursing homes, and\n\nf. one lay member who shall represent the general public.\n\n3. All designated members shall serve at the pleasure of their\n\ndesignators. The initial appointments of the Governor shall be for\n\nthe following terms:\n\na. the initial term of the member of a statewide\n\nassociation representing urban and rural hospitals\n\nshall be for a three-year term,\n\nb. the initial term of the member of a statewide\n\nassociation representing nurses shall be for a three-\n\nyear term,\n\nc. the initial term of the member of a statewide\n\nassociation representing allopathic physicians shall\n\nbe for a two-year term,\n\nd. the initial term of the member of a statewide\n\nassociation representing osteopathic physicians shall\n\nbe for a two-year term,\n\ne. the initial term of the member representing the long-\n\nterm care industry shall be for a one-year term, and\n\nf. the initial term of the lay member representing the\n\ngeneral public shall be for a one-year term.\n\n4. After the initial terms, all other terms of members\n\nappointed by the Governor shall be for four-year terms. Members\n\nappointed by the Governor may be removed by the Governor for cause.\n\nA vacancy of an appointed member shall be filled in the same manner\n\nas the original appointment for the unexpired portion of the term.\n\n5. The Board shall elect from among its membership a chair and\n\na vice-chair and shall adopt procedures for the governance of its\n\noperations. Ten members shall constitute a quorum for the\n\ntransaction of business. The Board shall meet at such times as it\n\ndeems appropriate.\n\n6. Members of the Board shall receive no compensation for their\n\nservices but may be reimbursed for reasonable and necessary travel\noard shall elect from among its membership a chair and\n\na vice-chair and shall adopt procedures for the governance of its\n\noperations. Ten members shall constitute a quorum for the\n\ntransaction of business. The Board shall meet at such times as it\n\ndeems appropriate.\n\n6. Members of the Board shall receive no compensation for their\n\nservices but may be reimbursed for reasonable and necessary travel\n\nexpenses incurred in the performance of their duties by their\n\nrespective legislative house or state agency pursuant to the\n\nprovisions of the State Travel Reimbursement Act. Members appointed\n\nby the Governor shall be reimbursed by the Oklahoma State Regents\n\nfor Higher Education pursuant to the provisions of the State Travel\n\nReimbursement Act.\n\n7. Until such time as private or public funds become available,\n\nadministrative support for the Board, including, but not limited to,\n\npersonnel necessary to ensure the proper performance of the duties\n\nand responsibilities of the Board shall be provided by the Oklahoma\n\nState Regents for Higher Education and the Oklahoma Department of\n\nHealth. All represented agencies shall provide any additional\n\nadministrative support requested by the Board.\n\nC. The duties of the Health Care Workforce Resources Board\n\nshall include, but not be limited to, the hiring of, or contracting\n\nfor, an Executive Director of the Health Care Workforce Resources\n\nCenter as private or public funds become available. The Executive\n\nDirector shall report to the Board and be responsible for the hiring\n\nof staff and activities of the Health Care Workforce Resources\n\nCenter as stated in the Health Care Workforce Resources Act. These\n\nactivities include contracting for services including, but not\n\nlimited to, data collection and analysis and Web support.
