The Commission is hereby\n\nauthorized to adopt rules necessary for the licensure, regulation\n\nand enforcement of the fire extinguishers pursuant to the Fire\n\nExtinguisher Licensing Act and for conducting its proceedings. Any\n\nfour members shall constitute a quorum. The Commission shall meet\n\nmonthly on such date as it may designate and may meet at such other\n\ntimes as it may deem necessary, or when called by the chairman or by\n\nany four members. Complete minutes of each meeting shall be kept\n\nand filed in the office of the State Fire Marshal and shall be\n\navailable for public inspection during reasonable office hours.
