There is hereby created, to continue until September 1,\n\n2008, the “Incident Command Site Task Force”.\n\nB. The Task Force shall consist of fifteen (15) members:\n\n1. Three members shall be appointed by the Governor as follows:\n\na. one member from the Oklahoma Office of Homeland\n\nSecurity,\n\nb. one member from the Oklahoma State Firefighters\n\nAssociation, and\n\nc. one member who is a rural fire coordinator with\n\nincident command experience;\n\n2. Two members shall be appointed by the Speaker of the\n\nOklahoma House of Representatives as follows:\n\na. one member who is a firefighter with the rank of\n\nofficer from a rural area, and\n\nb. one member of the Oklahoma House of Representatives;\n\n3. Two members shall be appointed by the President Pro Tempore\n\nof the State Senate as follows:\n\na. one member who is a firefighter with the rank of\n\nofficer from an urban area, and\n\nb. one member of the State Senate;\n\n4. The State Fire Marshal, or a designee;\n\n5. The State Director of the Oklahoma Department of Career and\n\nTechnology Education, or a designee;\n\n6. The Director of Oklahoma State University Fire Service\n\nTraining, or a designee;\n\n7. The Chair of the Oklahoma Council on Firefighter Training,\n\nor a designee;\n\n8. The Commissioner of the Oklahoma Department of Agriculture,\n\nFood, and Forestry, or a designee;\n\n9. The Director of the Oklahoma Department of Emergency\n\nManagement, or a designee;\n\n10. The Commissioner of Public Safety, or a designee; and\n\n11. The Director of the International Fire Service Training\n\nAssociation, or a designee.\n\nC. The appointed member from the Oklahoma House of\n\nRepresentatives and the appointed member from the State Senate shall\n\nserve as cochairs of the Task Force. The cochairs shall convene the\n\nfirst meeting of the Task Force. The members of the Task Force\n\nshall elect any other officers during the first meeting and upon a\n\nvacancy in any office. The Task Force shall meet as often as\n\nnecessary.\n\nD. Appointments to the Task Force shall be made by August 1,\n\n2007.\n\nE. A majority of the members of the Task Force shall constitute\n\na quorum. A majority of the members present at a meeting may act\n\nfor the Task Force.\n\nF. Nonlegislative members of the Task Force shall be reimbursed\n\nby their respective agencies for necessary travel expenses incurred\n\nin the performance of duties pursuant to the provisions of the State\n\nTravel Reimbursement Act. Legislative members of the Task Force\n\nshall be reimbursed for necessary travel expenses incurred in the\n\nperformance of duties in accordance with the provisions of Section\n\n456 of Title 74 of the Oklahoma Statutes.\n\nG. Administrative support for the Task Force including, but not\n\nlimited to, personnel necessary to ensure the proper performance of\n\nthe duties and responsibilities of the Task Force shall be provided\n\nby the Office of the State Fire Marshal to be supplemented, if\n\nnecessary, by the state agencies involved in the Task Force.\n\nH. The Task Force shall study and make recommendations of\n\nappropriate incident command systems including, but not limited to,\n\nunified command for managing multidiscipline and multijurisdictional\n\nfire incidents occurring in this state. Recommendations shall be\n\nconsistent with the National Incident Management System (NIMS).\n\nI.
