Kickback means the giving of money or any other thing of\n\nvalue either directly or indirectly by or on behalf of any person,\n\nor the agent of any person, holding a contract or bidding to obtain\n\na contract with the state for the furnishing of goods or services of\n\nany kind to any state employee or any person holding a higher tier\n\ncontract with the state for the furnishing of goods or services,\n\nwhen the giving of which is for the purpose of acquiring or holding\n\nsuch contract with the state;\n\n2. Person means an individual, firm, partnership, foreign or\n\ndomestic corporation or association or any employee thereof;\n\n3. State means the State of Oklahoma or any office, department,\n\nboard, bureau, commission, committee, authority or any other entity\n\nor political subdivision of the state which includes, but is not\n\nlimited to municipalities, counties and school boards; and\n\n4.
