No agency, board, commission, department, program or office\n\nof the state government listed in Sections 3601 through 3604 of this\n\ntitle or whose number of personnel is fixed in any appropriation act\n\nor other law of the state, shall increase its personnel above the\n\ntotal number set forth in the provisions of Sections 3601 through\n\n3604 of this title or such appropriation act or other law of the\n\nstate, unless approval is first granted by the Contingency Review\n\nBoard. No board, commission, department, program or office whose\n\nexpenditure of funds for salaries and wages has been limited by\n\nlegislative action shall exceed the amount unless approval is first\n\ngranted by the Contingency Review Board.\n\nB. The Board shall meet at the call of the Governor for the\n\npurpose of reviewing requests for increasing personnel by those\n\nagencies, boards, commissions, departments, programs or offices\n\nreferred to in subsection A of this section. All meetings of the\n\nBoard shall be preannounced and open to the public. A majority vote\n\nof the total membership of the Board shall be necessary to approve a\n\nrequest for an increase in personnel. For any additional employees\n\nauthorized by the Board, the Board shall be empowered to make a\n\ncorresponding adjustment in the amount of monies any board, agency,\n\ndepartment, commission, program or office is authorized to expend\n\nfor salaries and wages.\n\nC. The Board shall approve a request for increasing personnel\n\nonly if an emergency exists within the requesting entity which could\n\nnot have been foreseen during the preceding Legislative Session and\n\nonly if such increase in personnel is needed to perform new or\n\nadditional duties and services required of such agency, board,\n\ncommission, department, program or office. All requests for a\n\npersonnel increase shall be submitted in writing to each member of\n\nthe Contingency Review Board with a specific explanation of the\n\nexisting emergency which could not have been foreseen and the new or\n\nadditional duties or services to be performed.\n\nD. Any action to increase the number of employees in any agency\n\ninvolved herein shall be compiled in a report by December 31 each\n\nyear, and said report transmitted to each member of the Legislature.\n\nE. The Board, by majority vote, is authorized to determine and\n\napprove the transfer of funds, encumbrances, obligations, personnel\n\nspaces and associated salary limits, relevant records and equipment,\n\nwithin the limits previously established by legislative action, that\n\nare essential in the implementation of those governmental\n\nreorganization measures that are adopted by the Legislature.
