The Legislature may hold public hearings on the proposals\n\nsubmitted by state agencies, boards and commissions including those\n\nestablished by statute or Constitution for use of federal monies.\n\nB. Prior to any public hearing on a proposal by the Joint\n\nCommittee on Federal Funds, ten copies of each proposal shall be\n\nfiled with the Speaker of the House of Representatives and the\n\nPresident Pro Tempore of the Senate. Additional complete copies\n\nshall be provided to the Legislature and individuals by the\n\nagencies, boards and commissions at no charge.\n\nC. The Speaker of the House of Representatives and President\n\nPro Tempore of the Senate may refer proposals to the Joint Committee\n\non Federal Funds or other committees of the Legislature for public\n\nhearings. Said committees may take facts and make findings and\n\nrecommendations on the proposals regarding the use and distribution\n\nof federal monies as provided by the plans.\n\nD. If a proposal is referred to committees of the Legislature\n\nother than the Joint Committee on Federal Funds, such committees, by\n\nAugust 1, may make written reports regarding their findings and\n\nrecommendations and submit such reports to the Joint Committee on\n\nFederal Funds. Said reports shall include a summary of public\n\ncomments received through written or oral testimony during public\n\nhearings if a public hearing had been conducted. Where appropriate,\n\nthe report may recommend amendments to the proposals for\n\nconsideration by the Joint Committee on Federal Funds.\n\nE.
