Upon request, a contract or any other form of agreement made\n\nby any state agency shall be open for inspection to any member of\n\nthe Legislature. For purposes of this section, \"state agency\" means\n\nany office, officer, bureau, board, council, court, commission,\n\ninstitution, unit, division, body or house of the executive or\n\njudicial branches of the state government, whether elected or\n\nappointed.\n\nB.
