Stat. tit. 74, § 74-482","heading":"Powers and duties","body":"The Advisory Committee on Intergovernmental Relations shall:\n\n1. Serve as a forum for the discussion and resolution of\n\nintergovernmental problems;\n\n2. Engage in such activities and make such studies and\n\ninvestigations as are necessary or desirable in the accomplishment\n\nof its purposes as provided for in this act;\n\n3. Consider, on its own initiative, ways and means of fostering\n\nbetter relations among local governments and between local\n\ngovernments and the state government;\n\n4. Propose legislation, constitutional amendments, and model\n\nlocal ordinances necessary to implement recommendations of the\n\nCommittee;\n\n5. Encourage, and where appropriate, coordinate studies\n\nrelating to intergovernmental relations conducted by universities,\n\nstate, local, and federal agencies, and research and consulting\n\norganizations;\n\n6. Review the recommendations of national commissions studying\n\nfederal, state, and local government relationships and problems and\n\nassess their possible application to Oklahoma;\n\n7. Review the fiscal relationships between state and local\n\ngovernments pursuant to federal proposals on general revenue sharing\n\nor federal programs having significant intergovernmental\n\nimplications;\n\n8. Undertake studies to determine the most effective means by\n\nwhich state government and local government organizations can\n\nparticipate in the federal grant system. Such studies shall make\n\nrecommendations affecting the state executive and legislative\n\nbranches and local government organizations, and shall develop an\n\noperational plan and recommendations for initial implementation\n\nactions;\n\n9. Study the laws relating to the assessment and taxation of\n\nproperty;\n\n10. Review technical and financial assistance available to\n\ncounties, cities, municipalities and agencies owned and controlled\n\nby them, governmental conferences or councils, regional planning\n\ncommissions, community development groups, community action\n\nagencies, and similar agencies for the purposes of aiding and\n\nencouraging an orderly, productive, and coordinated development of\n\nthe state, and to strengthen local planning responsibility and\n\ncapability; and\n\n11.
