Stat. tit. 74, § 74-500.16A","heading":"Payment of claims pursuant to State Travel","body":"Reimbursement Act - Procedure.\n\nA. The Director of the Office of Management and Enterprise\n\nServices shall establish a procedure to expedite payment for a\n\nproper claim of a state employee for expenses recompensable pursuant\n\nto the provisions of the State Travel Reimbursement Act.\n\nB. The procedure provided for in subsection A of this section\n\nshall:\n\n1. Require payment within forty-five (45) days from the date on\n\nwhich a proper claim is submitted by the employee to the appropriate\n\noffice of the agency for which the expenses were incurred; and\n\n2. Provide for the payment of interest from the thirtieth day\n\nafter receipt by the appropriate office of a proper claim for which\n\npayment has not been mailed, transmitted or delivered to the\n\nemployee by the close of business on the forty-fifth day. Interest\n\nshall be at an annualized rate as reported by the State Treasurer to\n\nthe Director of the Office of Management and Enterprise Services\n\nbased on an average of the interest rate for thirty-day time\n\ndeposits of state funds during the last calendar quarter of the last\n\npreceding fiscal year.\n\nC. For purposes of this section, \"proper claim\" means a claim\n\nfor reimbursement of incurred expenses supported by all requisite\n\ndocumentation and complete in all respects for processing for\n\npayment.\n\nD. Any employee, after the passage of the forty-five day limit\n\nprovided for in subsection B of this section, who is aggrieved by\n\nthe delay in payment of a proper claim with interest or who failed\n\nto receive interest as provided for in this section may file a\n\ngrievance with the Office of the Governor. The grievance shall be\n\ntransmitted from the Office of the Governor to the Director of the\n\nOffice of Management and Enterprise Services who, within fifteen\n\n(15) days after receipt of the grievance, shall:\n\n1. Pay the claim with interest as provided for in this section;\n\nor\n\n2.
