No person shall travel on any aircraft owned, leased,\n\nchartered, or operated by the state to or from any place where such\n\nperson:\n\n1. Attends an event sponsored by, or an event in support of or\n\nin opposition to, a political party, a political action committee,\n\nor a political candidate;\n\n2. Performs a service for which the person or any member of the\n\nimmediate family of the person has or will receive compensation,\n\nincluding honoraria, other than the salary the person receives from\n\nthe state;\n\n3. Attends an event at which others in attendance have been or\n\nwill be charged an admission fee or at which a donation of money or\n\nother thing of value is directly or indirectly charged, requested,\n\nsolicited, demanded, exacted, sought, accepted, assigned, or\n\nreceived, unless:\n\na. the admission fee or donation is charged, requested,\n\nsolicited, demanded, exacted, sought, accepted,\n\nassigned, or received by a charitable or nonprofit\n\nassociation, or\n\nb. the admission fee is the regular and usual fee charged\n\nfor admission to such event, and such event is not in\n\nany manner associated with, sponsored by, or designed\n\nto benefit a political party, a political candidate,\n\nor is otherwise intended to further a partisan\n\npolitical purpose; and\n\n4. Attends an event at which an audience was charged an\n\nadmission fee to see or hear the person, unless the admission fee is\n\ncharged by a charitable or nonprofit association.\n\nB. The Office of Management and Enterprise Services shall\n\nprescribe a travel log form, to be designated the \"Travel Use Log\",\n\nto record information to be used by a state entity providing the\n\naircraft when a person travels on any aircraft owned, leased,\n\nchartered, or operated by the state. The information provided by\n\nthe Travel Use Log form shall include:\n\n1. The date and time of the flight;\n\n2. The registration number of the aircraft flown;\n\n3. The trip itinerary, including the date and time and each\n\nlocation from which the aircraft takes off or at which the aircraft\n\nlands during a trip;\n\n4. The purpose of each landing during a trip, including but not\n\nlimited to whether the landing is:\n\na. for the purpose of giving a speech or other\n\npresentation,\n\nb. for attendance at a meeting, event, or other\n\ngathering, or\n\nc. for the performance of a service;\n\n5. The name of the group sponsoring the speech, presentation,\n\nmeeting, event, or gathering, or receiving the service specified in\n\nparagraph 4 of this subsection;\n\n6. The printed name of each person traveling on the aircraft,\n\nincluding the person, each crew member, and any other passengers\n\ntraveling on the aircraft, and the location at which each such\n\nperson, crew member, or passenger boarded and disembarked;\n\n7. The state entity on whose behalf the passenger or crew\n\nmember was traveling;\n\n8. Total flight time;\n\n9. Trip charges, including fuel costs, landing or hangar fees,\n\npilot waiting time and total trip mileage;\n\n10. Beginning and ending tachometer or Hobbs reading; and\n\n11. Flight conditions and number of day and night landings.\n\nC. The state entity providing an aircraft for travel shall\n\npromulgate rules establishing procedures to ensure:\n\n1. That those persons who travel on such aircraft provide in a\n\nlegible manner all information required by the Travel Use Log form;\n\n2. That the Travel Use Log forms are maintained and made\n\navailable upon request pursuant to the provisions of the Oklahoma\n\nOpen Records Act;\n\n3. That summaries of the Travel Use Log on the use of the\n\naircraft compiled by a state entity be filed with the Governor, the\n\nOffice of Management and Enterprise Services, the Speaker of the\n\nHouse of Representatives and the President Pro Tempore of the Senate\n\nannually. The summaries shall contain the following information:\n\na. a chronological listing of the date and time of\n\nflights,\n\nb. a listing of each location from which the aircraft\ne use of the\n\naircraft compiled by a state entity be filed with the Governor, the\n\nOffice of Management and Enterprise Services, the Speaker of the\n\nHouse of Representatives and the President Pro Tempore of the Senate\n\nannually. The summaries shall contain the following information:\n\na. a chronological listing of the date and time of\n\nflights,\n\nb. a listing of each location from which the aircraft\n\ntakes off or at which the aircraft lands during each\n\ntrip,\n\nc. a listing of the names of each passenger,\n\nd. total flight time, and\n\ne. total cost of trip based on the number of hours of\n\nflight time at a standard hourly rate which shall be\n\napproximately the cost of chartering a comparable\n\naircraft.\n\nD. The signature on the Travel Use Log form of each crew member\n\nshall constitute certification that the information provided on the\n\nTravel Use Log form is true and correct to the best of the\n\ninformation and belief of that crew member.\n\nE. The state entity providing an aircraft for travel by a\n\nperson shall keep a copy of the completed Travel Use Log form\n\nrequired by this section for the time period required by the\n\nArchives and Records Act for each such trip.\n\nF. The provisions of this section shall not be construed to\n\nprohibit immediate family members of the Governor or Lieutenant\n\nGovernor from accompanying the Governor or Lieutenant Governor on a\n\ntrip made in compliance with the provisions of this section on a\n\nstate aircraft. As used in this section, \"immediate family members\"\n\nmeans a parent, a spouse, a child, a stepchild, a foster child, and\n\nany individual claimed by the Governor or Lieutenant Governor or the\n\nspouse of the Governor or Lieutenant Governor as a dependent for tax\n\npurposes.\n\nG. The provisions of this section shall not be construed to\n\nprohibit a person from using an aircraft owned, leased, chartered,\n\nor operated by the state to travel to or from any place where the\n\nperson is attending a function sponsored by an organization to which\n\nthe State of Oklahoma pays membership dues even though the\n\norganization provides time on the agenda for functions separately\n\nsponsored by partisan political organizations.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e3ce34834aaabeaa520887a5fbf10925e24af30189eb8cb5d93328fff1f0ae70","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-500.6","next":"us-ok/okla.-stat.-tit.-74-74-500.7"},"notice":"GroundRules: Original legal text.
