Stat. tit. 74, § 74-5003.10","heading":"Oklahoma Department of Commerce - Powers and","body":"authority.\n\nThe Oklahoma Department of Commerce shall have the authority to:\n\n1. Disseminate information concerning the industrial,\n\ncommercial, governmental, educational, cultural, agricultural,\n\nbusiness and other advantages and attractions of the state;\n\n2. Assist public and private agencies in the preparation of\n\ninformational and publicity programs designed to attract or retain\n\nbusiness and industry for the state;\n\n3. Obligate and expend funds for services performed by local\n\npolitical subdivisions of the state, state agencies, including\n\nuniversities and colleges within and without the state, and federal\n\nagencies for research and training in conformity with the general\n\nstate laws governing such activity; and apply for, accept,\n\nadminister and expend grants from the federal government and any\n\nother public or private sources for research and training purposes;\n\n4. Conduct, publish and disseminate or encourage research\n\ndesigned to further new and more extensive uses of the natural and\n\nother resources of the state and designed to develop and\n\ncommercialize new products and commercial processes;\n\n5. Study trends and developments in the industries of the state\n\nand analyze the reasons underlying such trends; study costs within\n\nthe state; and make recommendations regarding circumstances\n\npromoting or hampering business and industrial development;\n\n6. Generally gather, compile and make available economic\n\nanalyses and statistical information relating to business, trade,\n\ncommerce, industry, transportation, communication, natural\n\nresources, population and other like subjects in this state, with\n\nauthority to call upon other agencies, universities and colleges of\n\nthe state for statistical data and results obtained by them, and to\n\narrange and compile such economic analyses and statistical\n\ninformation in such a manner as it deems advisable;\n\n7. Study such other scientific, industrial, financial and\n\neconomic issues as, in the judgment of the Department, shall be\n\ndeemed of value to the people of the state;\n\n8. Support and assist the efforts of state, regional and local\n\ndevelopment organizations, industrial committees, chambers of\n\ncommerce, agricultural organizations, labor organizations and other\n\nsimilar public and private agencies to obtain new and to foster\n\nexpansion of existing service, industrial and manufacturing\n\nfacilities, businesses and enterprises; and to foster community\n\nimprovements in leadership, expertise, human development,\n\ninfrastructure, public facilities and quality of life; and to expand\n\ndata availability and utilization opportunities;\n\n9. Maintain a continuing evaluation of the sources available\n\nfor the financing of the development or expansion of industrial,\n\nagricultural and commercial facilities in this state through both\n\npublic and private agencies;\n\n10. Assist in obtaining financing for the development and\n\nexpansion of industrial, agricultural and commercial facilities in\n\nthe state;\n\n11. Serve as the state’s official liaison agency between\n\npersons interested in locating new economic enterprises in Oklahoma\n\nand state and local groups seeking new enterprises. In this\n\nrespect, the Department shall aid communities in organizing for and\n\nobtaining new businesses and expanding existing businesses and shall\n\nprocess requests which reflect interest in locating economic\n\nenterprises in the state;\n\n12. Promote the sale and facilitate the marketing of Oklahoma\n\nproducts including agricultural and value-added products in the\n\ninternational market;\n\n13. Encourage the location of foreign manufacturing plants and\n\nother industries in Oklahoma;\n\n14. Coordinate the international efforts of the various state\n\nagencies without violating the individual authority given those\n\nagencies by statute;\n\n15. Coordinate and serve as liaison to the private sector as\n\nneeded;\nthe\n\ninternational market;\n\n13. Encourage the location of foreign manufacturing plants and\n\nother industries in Oklahoma;\n\n14. Coordinate the international efforts of the various state\n\nagencies without violating the individual authority given those\n\nagencies by statute;\n\n15. Coordinate and serve as liaison to the private sector as\n\nneeded;\n\n16. Establish, subject to an annual appropriation or private\n\ngifts, offices outside the state boundaries. The offices may be\n\noperated by the state or may be operated pursuant to contract which\n\nshall not be subject to the competitive bid laws of the State of\n\nOklahoma. The Department shall prepare an annual report concerning\n\nthe activities of the offices and submit it to the Governor and the\n\nLegislature. The Chief Executive Officer of the Oklahoma Department\n\nof Commerce shall notify in writing the Governor, the President Pro\n\nTempore of the Senate and the Speaker of the House of\n\nRepresentatives that the Department intends to establish a new\n\noffice pursuant to this paragraph at least thirty (30) days prior to\n\nthe establishment of the new office or execution of a contract;\n\n17. Establish a system of not less than six geographic regions\n\nfor promoting new or existing businesses, assisting in the expansion\n\nof small and medium sized manufacturers through a modernization\n\nprogram, creating new jobs, and assisting local businesses,\n\npolitical subdivisions or other entities to better utilize the\n\nservices of the Department;\n\n18. Solicit, accept and expend donations and contributions from\n\nany source, whether public or private, in order to advertise,\n\npromote or disseminate information which may assist in the\n\nrecruitment of companies, firms or jobs to Oklahoma, including but\n\nnot limited to the Oklahoma Quality Jobs Program Act, and any other\n\nacts which the Department administers or which may assist the\n\nDepartment in the performance of its mission. The Department shall\n\ndeposit any funds collected pursuant to this paragraph in the\n\n“Oklahoma Department of Commerce Revolving Fund” created by Section\n\n5012 of this title; and\n\n19. Enter into contracts at fair market value for the rental of\n\noffice space in any facility under its control to entities engaged\n\nin activities related to the export of goods produced in Oklahoma.\n\nThe Department shall deposit any funds collected pursuant to this\n\nparagraph in the “Oklahoma Department of Commerce Revolving Fund”\n\ncreated by Section 5012 of this title.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"8d2d8ab57e8cce6055177f7bf1193b963f6c63fd6494bf4b5140d274fcbe0c8b","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-5003.1","next":"us-ok/okla.-stat.-tit.-74-74-5003.10a"},"notice":"GroundRules: Original legal text.
