Stat. tit. 74, § 74-5003.11","heading":"Establishment of community development strategy and","body":"plan – Authority of Department.\n\nThe Oklahoma Department of Commerce shall serve as the lead\n\nstate agency in establishing a community development strategy and\n\nplan for the state. The Department shall have the authority to\n\nestablish and administer community development programs such as\n\ncertified community programs which enhance the quality of life in\n\nOklahoma communities; the Department has the authority to administer\n\nsuch programs directly or by contract with qualified community\n\ndevelopment entities.\n\nIn establishing such programs, the Department shall determine\n\nneeds, priorities or funding limits within the limits for such\n\nprograms imposed by the Legislature. The Department may promulgate\n\nrules in accordance with the Administrative Procedures Act to\n\nclarify such programs.\n\nThe Department shall establish and develop or cause to be\n\ndeveloped individual program budgets, work plans, and audits of each\n\ncommunity development program established and administered.
