Stat. tit. 74, § 74-5003.12","heading":"Aerospace Commerce Economic Services Act – Purpose –","body":"Aerospace and Defense Industry Integrator.\n\nA. This act shall be known and may be cited as the “Aerospace\n\nCommerce Economic Services Act”.\n\nB. There is hereby created within the Oklahoma Department of\n\nCommerce, the Aerospace Commerce Economic Services (ACES), whose\n\npurpose shall be to create a partnership of service providers to\n\nmore effectively respond to the needs of the aviation, aerospace and\n\ndefense industries in the areas of education and training, research,\n\nand economic development. ACES will focus available resources to\n\npromote cooperation and collaboration among businesses,\n\nmanufacturers, military installations, commercial aviation,\n\neducational institutions, nonprofit research institutions and state\n\ngovernment for the purpose of strengthening the economy of this\n\nstate. Contingent upon the availability of funds, the Oklahoma\n\nDepartment of Commerce may employ established program processes or\n\nmay contract with other qualified entities to operate ACES. The\n\nOklahoma Department of Commerce shall partner with the Oklahoma\n\nDepartment of Aerospace and Aeronautics to implement the provisions\n\nof this section.\n\nC. ACES is designed to coordinate and integrate the various\n\naerospace resources that currently exist within state and local\n\nagencies. The primary goal of ACES is to establish a common\n\nstatewide strategy for the growth of the Oklahoma aerospace\n\nindustry. ACES will focus the collective aerospace resources, all\n\nor new aerospace resources, to achieve one or more of the following\n\nobjectives into an integrated, coordinated statewide effort that\n\nwill:\n\n1. Increase contracts between companies in the aviation,\n\naerospace and defense industries in this state and the Department of\n\nDefense and its prime contractors;\n\n2. Create and retain more high-wage, high-skill jobs;\n\n3. Strengthen collaborations between businesses and aviation,\n\naerospace and defense interests;\n\n4. Reduce the flow of federal defense contract dollars out of\n\nstate;\n\n5. Expand the aviation, aerospace and defense industries in\n\nthis state;\n\n6. Provide engineering and technical assistance;\n\n7. Provide more suppliers for Oklahoma military installations\n\nand the aviation, aerospace and defense industries;\n\n8. Reduce costs for the Department of Defense and Oklahoma\n\nmilitary installations and increase the competitiveness of aviation,\n\naerospace and defense businesses in this state;\n\n9. Create and align goals to grow aerospace business to a top\n\nindustry in this state by providing a forum to bring agencies,\n\nindustry and government together;\n\n10. Enhance Oklahoma’s supply chain utilization in the industry\n\nto fill existing gaps in supplier networks;\n\n11. Develop a recruitment strategy to attract new businesses\n\nthat reside or have a presence in this state; and\n\n12. Create a forum for all aerospace stakeholders in this state\n\nto come together to pool ideas and resources to advance aerospace in\n\nthe state. State aerospace stakeholders include but are not limited\n\nto Federal Aviation Administration, Oklahoma Department of Veterans\n\nAffairs, Tinker Air Force Base, all Oklahoma military installations,\n\nchambers of commerce, Oklahoma Space Industry Development Authority,\n\nOklahoma Department of Commerce, Oklahoma State Regents for Higher\n\nEducation, Oklahoma Department of Aerospace and Aeronautics, federal\n\nSmall Business Administration, Unmanned Aerial Systems Cluster\n\nInitiative of Oklahoma and Kansas, Oklahoma Manufacturing Alliance,\n\nOklahoma CareerTech, Oklahoma Center for the Advancement of Science\n\nand Technology, Unmanned Systems Alliance of Oklahoma, Unmanned\n\nAerial Systems Council and Oklahoma Bid Assistance Network.\n\nD. ACES shall establish an Aerospace and Defense Industry\n\nIntegrator. The integrator shall be used to engage key players from\n\nthe government, academia and other key stakeholders to create an\n\nindustry-wide vision and strategic map that details a plan to\ncement of Science\n\nand Technology, Unmanned Systems Alliance of Oklahoma, Unmanned\n\nAerial Systems Council and Oklahoma Bid Assistance Network.\n\nD. ACES shall establish an Aerospace and Defense Industry\n\nIntegrator. The integrator shall be used to engage key players from\n\nthe government, academia and other key stakeholders to create an\n\nindustry-wide vision and strategic map that details a plan to\n\nenhance the industry. The integrator shall initiate the following\n\nactivities:\n\n1. Assessing the current state of the industry, developing and\n\ndefining a vision for the future of the industry;\n\n2. Identifying supplier network gaps and developing solutions\n\nto fill those gaps;\n\n3. Identifying funding requirements and developing funding\n\nopportunities; and\n\n4. Establishing ongoing mechanisms to monitor activities and\n\ndevising a process that includes the development and reporting of\n\nmetrics to track and manage ongoing progress.\n\nE. In order to streamline the use of resources with the goal of\n\neliminating duplication of efforts, ACES shall act as a facilitator\n\nfor the collection and sharing of information and activities\n\nconcerning the aviation, aerospace and defense industries. ACES\n\nshall provide coordination and assistance for the plans and\n\nactivities of state agencies, task forces, departments, boards,\n\ncommissions and other entities that have responsibilities or duties\n\nregarding the aviation, aerospace and defense industries with the\n\ngoal of eliminating duplication of effort.\n\nF. ACES shall support and foster the growth of the aviation,\n\naerospace and defense industries. ACES shall acquire aerospace\n\nexecutive expertise and provide consulting services to the aviation,\n\naerospace and defense industries, government agencies and\n\norganizations across this state in order to strengthen the policy\n\nframework, economic development initiatives and activities of the\n\nstate.\n\nG. ACES may accept funding that includes, but is not limited\n\nto:\n\n1. Monetary contributions;\n\n2. Contractual arrangements;\n\n3. In-kind services;\n\n4. Federal- and state-appropriated dollars;\n\n5. Private and public foundation grants; and\n\n6.
