Recognizing the geographic diversity of this state, Oklahoma\n\nneeds one central, primary public-sector economic development agency\n\nfor the state in order to manage or coordinate all public sector\n\neconomic development activity.\n\nB. There are hereby created two separate and distinct divisions\n\nwithin the Oklahoma Department of Commerce to be known as the\n\nDivision on Economic Development, Growth, and Expansion (EDGE) and\n\nthe Division on Community Outreach and Revitalization Enterprise\n\n(CORE). EDGE and CORE shall collaborate to encourage economic\n\nstability in the state, to improve the economic competitiveness of\n\nthis state, and to implement the Oklahoma Department of Commerce’s\n\nstrategic plan.\n\nC. The Division on Economic Development, Growth, and Expansion\n\n(EDGE).\n\nThe purpose of EDGE shall be to serve as the state’s lead\n\neconomic development point of contact. EDGE shall exercise the\n\npowers and duties granted to it by this act to perform an essential\n\ngovernmental function for matters of public necessity for which\n\npublic monies may be spent and property acquired. EDGE shall have\n\nduties pertaining to the economic development of the state\n\nincluding, but not limited to:\n\n1. Being empowered to strategically drive opportunities for\n\neconomic growth and diversification across the state;\n\n2. Collaborating with local, regional, and state entities;\n\n3. Coordinating the funding and investment activities of each\n\nelement of the state’s economic development efforts and marketing\n\ncampaigns to achieve better results for the state’s recruitment and\n\nretention of businesses; and\n\n4. Acting as the principal point of contact regarding\n\ninvestment in this state for public officials, businesses, and the\n\npublic.\n\nD. The Division on Community Outreach and Revitalization\n\nEnterprise (CORE).\n\nThe purpose of CORE shall be to focus on the long-term\n\ndevelopment of local communities to increase competitiveness and\n\nenhance economic opportunities. CORE shall have duties pertaining\n\nto local economic opportunities and community development including,\n\nbut not limited to:\n\n1. Creating new and higher-quality jobs for the people of the\n\nstate through long-term development of local communities;\n\n2. Maintaining communication of information between the\n\nDepartment and communities through regional organization and\n\nrepresentation;\n\n3. Carrying out policy development and research in support of\n\nthe long-term competitiveness of this state;\n\n4. Providing technical assistance to local communities in\n\nsecuring federal funding, incentive availability, and community\n\ndevelopment;\n\n5. Providing assistance and funding in development of potential\n\nsites for economic development;\n\n6. Coordinating with other state agencies deploying federal and\n\nstate funds for infrastructure development including, but not\n\nlimited to, the Department of Transportation, the Oklahoma Water\n\nResources Board, and the Oklahoma Broadband Office; and\n\n7. Assisting in compliance with the laws and regulations of\n\neconomic incentives and economic development initiatives.\n\nE. The Oklahoma Department of Commerce is hereby constituted an\n\nagency of state government.\n\nF.
