There is hereby created the Taiwan Regional Trade Office.\n\nB. The Office shall be an administrative component of the\n\nOklahoma Department of Commerce.\n\nC. The Office shall:\n\n1. Facilitate economic relationships between Oklahoma-based\n\nbusinesses and business entities with principal business activity\n\nwhich is based or occurs regionally to Taiwan that shall not include\n\nany authoritarian or totalitarian government the sovereign powers of\n\nwhich are exercised through a single person or group of persons who\n\nare not elected by any form of legitimate popular voting;\n\n2. Promote Oklahoma-based business and establish business-to-\n\nbusiness trading activity with business entities based regionally to\n\nTaiwan;\n\n3. Provide information about business trading opportunities\n\nwith business entities based regionally to Taiwan for Oklahoma-based\n\nbusinesses;\n\n4. Facilitate positive relationships between this state and its\n\npolitical subdivisions with the relevant governments based\n\nregionally to Taiwan that are consistent with United States foreign\n\npolicy and any applicable trade or travel restrictions;\n\n5. Coordinate the activities of the Oklahoma Department of\n\nCommerce with respect to business outreach specific to entities\n\nbased regionally to Taiwan;\n\n6. Coordinate, organize, support, and fund travel from Oklahoma\n\nto entities based regionally to Taiwan and return as part of an\n\nongoing mission to establish and maintain relationships between\n\nOklahoma and countries in the region with the objective of creating\n\ntrade opportunities for Oklahoma-based business enterprises;\n\n7. Manage actions taking place at the federal level whose\n\nprimary objective promotes business-to-business transactions between\n\nentities based regionally to Taiwan and the United States with\n\nemphasis on promoting Oklahoma-based business activity;\n\n8. Conduct training programs for Oklahoma-based business owners\n\nto inform them of potential trading opportunities with entities\n\nbased regionally to Taiwan;\n\n9. Produce promotional and educational materials for\n\ndistribution by business organizations, trade associations, or\n\nsimilar entities consistent with the mission of the Office; and\n\n10. Take such other actions or develop such programs consistent\n\nwith the mission of developing business-to-business opportunities\n\nbetween entities based regionally to Taiwan and Oklahoma-based\n\nbusiness enterprises.\n\nD. The Taiwan Regional Trade Office shall maintain a physical\n\noffice in Taipei, Taiwan.\n\nE. 1. No later than January 1, 2029, the Oklahoma Department\n\nof Commerce shall conduct a cost/benefit analysis to determine the\n\nestimated net direct state benefits applicable for a three-year\n\nperiod beginning with the first complete calendar quarter.\n\n2. If the Oklahoma Department of Commerce determines that the\n\nOffice failed to meet the estimated net direct state benefit for\n\noperations, the Department shall cease operation of the Office. As\n\nused in this section, “estimated net direct state benefits” means\n\nthe estimated direct state benefits less the estimated direct state\n\ncosts.\n\nF.
