Stat. tit. 74, § 74-5010.2","heading":"Definitions","body":"For purposes of this act:\n\n1. \"Disadvantaged business\" means a business employing less\n\nthan twenty-five persons of which at least fifty-one percent (51%)\n\nof the outstanding stock is owned, regardless of minority status, by\n\na person who is:\n\na. by reason of social or economic background\n\nunable to compete in the free enterprise system due to diminished\n\ncapital and credit opportunities of a quality or quantity similar to\n\nthose available to others in the same business area who are not\n\ndisadvantaged, and\n\nb. impeded from normal entry into the economic\n\nmainstream because of historical practices of discrimination based\n\non race, color, religion, ethnic background, sex, age, handicap,\n\nnational origin, or service in the armed forces during the Vietnam\n\nconflict, and\n\nc. unable to compete effectively because of\n\ntendencies of regular financing and commercial organizations to\n\nrestrict their services to established businesses, and\n\nd. in a state of low income;\n\n2. \"Low income\" means annual income which is eighty percent\n\n(80%) or less of the median annual income of the citizens of this\n\nstate as reported by the latest estimates of the U.S. Bureau of the\n\nCensus;\n\n3. \"Minority business\" means a business employing less than\n\ntwenty-five persons which is fifty-one percent (51%) owned and\n\noperated by one or more minority persons; and\n\n4. \"Minority person\" means a citizen of the United States who\n\nis Black, Hispanic, Oriental, American Indian, Eskimo, Aleut, or\n\nhandicapped.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"1b7c9d8465168578b01aa52d8269773e3d033375f1b86d54d5474f18f3136671","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-5010.1","next":"us-ok/okla.-stat.-tit.-74-74-5010.3"},"notice":"GroundRules: Original legal text.
