Stat. tit. 74, § 74-5010.3","heading":"Office of Minority and Disadvantaged Business","body":"Enterprise - Creation - Powers and duties - Reports.\n\nA. There is hereby created within the Oklahoma Department of\n\nCommerce, the Office for Minority and Disadvantaged Business\n\nEnterprises. The Director of the Oklahoma Department of Commerce\n\nshall appoint a director for the Office for Minority and\n\nDisadvantaged Business Enterprises. The appointed director shall\n\nemploy such persons as are necessary to implement the powers and\n\nduties of the Office.\n\nB. In performing the services set out in subsection A of this\n\nsection, the Office shall:\n\n1. Promote the establishment of minority and disadvantaged\n\nbusinesses with technical assistance;\n\n2. Serve as a focal point and ombudsman in state government for\n\nminority and disadvantaged business entrepreneurs and coordinate\n\nefforts by state agencies, business development organizations, and\n\nthe private sector as they relate to the development of minority and\n\ndisadvantaged business enterprises;\n\n3. Serve as an information clearinghouse and disseminator of\n\ndata for minority and disadvantaged businessmen by:\n\na. compiling and keeping updated a listing of all\n\nminority and disadvantaged businesses in the State of Oklahoma,\n\nb. furnishing to all minority and disadvantaged\n\nbusiness enterprises that request it information relating to the\n\nstate procurement system, state-supported construction, and state-\n\nsupported subcontracting opportunities, and\n\nc. upon request by such a businessman, reviewing\n\nthe licensure process, regulations, and administrative procedures of\n\nstate agencies relating to private enterprise;\n\n4. Encourage development of capital resources for minority and\n\ndisadvantaged business entrepreneurs;\n\n5. Strengthen the communication link between minority and\n\ndisadvantaged businessmen and the Governor's office;\n\n6. Assist business development organizations and activities\n\nwhich require the cooperation of state agencies;\n\n7. Provide assistance to minority and disadvantaged businesses\n\nby advising and counseling on all phases of procurement policies, by\n\nobtaining information concerning prime contractors in letting\n\nsubcontracts and by encouraging subcontracting by prime contractors\n\nto minority and disadvantaged businesses;\n\n8. Receive funding from sources other than the state to\n\nfurther this assistance;\n\n9. Make studies and conduct workshops, conferences and\n\nseminars with owners and employees of minority and disadvantaged\n\nbusinesses to enhance their understanding of business management,\n\nbidding, licensing procedures, procurement procedures and any other\n\nactivities incident to their positions in business;\n\n10. Develop training and educational programs in cooperation\n\nwith institutions, associations and other state, local and federal\n\nagencies, and coordinate the training efforts of the various\n\norganizations presently providing technical assistance to minority\n\nand disadvantaged businesses;\n\n11. Encourage and provide the direction and coordination to\n\nsecure franchises and dealerships from private firms for minority\n\nand disadvantaged businesses;\n\n12. Continually evaluate the progress of minority and\n\ndisadvantaged businesses through monitoring and techniques of\n\nevaluations such as surveys and feasibility studies; and\n\n13. Review and evaluate pertinent legislation and determine\n\nits effect upon minority and disadvantaged businesses and make\n\nappropriate recommendations to the Governor and the Legislature.\n\nC. The Office shall submit an annual report to the Governor,\n\nthe Speaker of the House of Representatives and the President Pro\n\nTempore of the Senate prior to January 1 of each year. The report\n\nshall describe the Office's activities on behalf of minority and\n\ndisadvantaged businesses, including but not limited to research and\n\ndevelopment, technical assistance and dissemination of data and\nure.\n\nC. The Office shall submit an annual report to the Governor,\n\nthe Speaker of the House of Representatives and the President Pro\n\nTempore of the Senate prior to January 1 of each year. The report\n\nshall describe the Office's activities on behalf of minority and\n\ndisadvantaged businesses, including but not limited to research and\n\ndevelopment, technical assistance and dissemination of data and\n\ninformation; furthermore, such report shall make recommendations for\n\nstrengthening or improving the business climate for minority and\n\ndisadvantaged businesses in this state through legislation or other\n\nmeans.
