Stat. tit. 74, § 74-5017","heading":"Department of Commerce - Additional functions and","body":"responsibilities.\n\nIn addition to other functions and responsibilities of the\n\nOklahoma Department of Commerce, the Department shall:\n\n1. Administer or coordinate state programs and projects\n\nrelating to economic or community issues for the planning and\n\ncarrying out of the acquisition, preservation, use and development\n\nof land and provision of public facilities and services for fully\n\ncarrying out the state's role in related federal grant or loan\n\nprograms;\n\n2. Administer and coordinate state programs and projects\n\nrelating to economic opportunity, manpower planning and federal\n\npublic service employment for fully carrying out the state's role in\n\nrelated federal grant or loan programs;\n\n3. Where not otherwise authorized by state law, provide state\n\nparticipation with cities, towns, counties and other municipal\n\ncorporations in financing public works projects and service\n\nprograms. The assisted projects and programs shall be consistent\n\nwith local, regional and state comprehensive plans and policies;\n\n4. Coordinate and review applications for federal assistance as\n\nrequired by the federal government and review all other applications\n\nfor participation in any federal grant or loan program by any public\n\nbody.\n\nProvided, however, that nothing in this section shall be\n\nconstrued to grant the Department the authority to disapprove such\n\napplication;\n\n5. Cooperate with and provide technical and financial\n\nassistance to counties, cities, municipal corporations and agencies\n\nowned and controlled by them, governmental conferences or councils,\n\nregional planning commissions, community development groups,\n\ncommunity action agencies, Indian tribes and similar agencies\n\ncreated for the purposes of aiding and encouraging an orderly,\n\nproductive and coordinated development of the state, and to\n\nstrengthen local planning responsibility and capability;\n\n6. Coordinate a program on an experimental basis in world trade\n\ncenters in contiguous states for Oklahoma gift manufacturers.\n\nReimbursement may be required from gift manufacturers participating\n\nin such market space program for funds expended for such purposes.\n\nIt is the intent of the Legislature that the program:\n\na. limit the experimental market space program to\n\nOklahoma gift manufacturers which employ no more than\n\nfifty employees; and\n\nb. limit the amount of reimbursement required from the\n\ngift manufacturers participating in such market space\n\nprogram to an amount not to exceed twenty percent\n\n(20%) of the gross sales of such manufacturer or not\n\nto exceed the normal and customary amount received by\n\nmarket space representatives in contiguous states.\n\nFor purposes of this paragraph, \"gift manufacturer\" means any\n\nOklahoma manufacturer who manufactures apparel products, lumber and\n\nwood products, furniture and fixtures, ceramics, paper and allied\n\nproducts, rubber and miscellaneous plastic products, leather and\n\nleather products, stone, clay, and glass products, fabricated metal\n\nand other similar items normally sold to persons for gift purposes;\n\n7. Assist the Governor in coordinating the activities of state\n\nagencies which have an impact on the solution of economic or\n\ncommunity development problems and the implementation of economic or\n\ncommunity plans;\n\n8. Encourage and, when requested, assist the efforts of local\n\ngovernments to develop mutual and cooperative solutions to their\n\ncommon problems;\n\n9. Study existing legal provisions that affect the structure\n\nand financing of local government and those state activities which\n\ninvolve significant relations with local governmental units in\n\ncooperation with local governments and agencies owned by them and\n\nrecommend to the Governor and the Legislature such changes in these\n\nprovisions and activities as may seem necessary to strengthen local\n\ngovernment;\n\n10. Carry out continuing studies and analyses of the problems\nng of local government and those state activities which\n\ninvolve significant relations with local governmental units in\n\ncooperation with local governments and agencies owned by them and\n\nrecommend to the Governor and the Legislature such changes in these\n\nprovisions and activities as may seem necessary to strengthen local\n\ngovernment;\n\n10. Carry out continuing studies and analyses of the problems\n\nfaced by communities within the state and develop such\n\nrecommendations for administrative or legislative action as would\n\nappear necessary. In carrying out such studies and analyses,\n\nparticular attention should be paid to the problems of regional,\n\nmetropolitan, urban, suburban, rural and other areas in which\n\neconomic and population factors are rapidly changing;\n\n11. Develop and test model or demonstration programs and\n\nprojects, which may include contracting to administer certain\n\nfunctions or services of the state for such purposes and otherwise\n\nprovide a program of practical research in the solution of community\n\nproblems;\n\n12. Collect reasonable personnel costs for staff time spent in\n\nthe search for and duplication of records if such time exceeds one\n\nhour; and\n\n13.
