Stat. tit. 74, § 74-5023","heading":"Federal block grant programs - Equal access to programs","body":"and services - Proposals.\n\nAll state agencies providing services through federal block\n\ngrant programs shallinclude, as part of their proposals for federal\n\nblock grant programs, assurances to guarantee equal access to\n\nprogram services and resources, including contracted services, and\n\nguarantee the public uniform rights to appeal and appeal procedures.\n\nIt is the intent of the Legislature that services maintain a\n\ncommitment to the efficient delivery of vital services to the most\n\nneedy persons in the state and that any changes in eligibility\n\ncriteria be identified in a comprehensive plan. The proposals for\n\nfederal block grant programs shall specify a process to guarantee\n\nthat each person seeking services shall:\n\n1. Have the right to file formal application for services or\n\nresources upon request;\n\n2. Be afforded an opportunity to have private and confidential\n\ninterviews pertaining to the case;\n\n3. Not be denied assistance on the basis of race, color,\n\ngender, creed, religion, age, political preference or physical\n\naffliction;\n\n4. Receive timely approval or disapproval of the application;\n\nand\n\n5. Receive written notification of appeal and appeal\n\nprocedures, including notice that:\n\na. all aggrieved parties shall be afforded a\n\nreasonable opportunity for a fair hearing,\n\nb. the applicant or the representative of the\n\napplicant shall have access to records relevant to the appeal\n\nprocess, and\n\nc. the applicant shall have the right to a timely\n\ndetermination and prompt notice of hearing decisions.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e39a002d4092a27e80fc1f0509ce8d649accaa387dd59cf2fbe0f3abc5e9aa32","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-5020.1","next":"us-ok/okla.-stat.-tit.-74-74-5024"},"notice":"GroundRules: Original legal text.
