Any community in this state is eligible to be named a\n\ncertified retirement community. In an application to the Oklahoma\n\nDepartment of Commerce for recognition as a certified retirement\n\ncommunity, the applicant shall clearly articulate how the applicant\n\ndefines community for purposes of seeking certification.\n\nB. Each community seeking certification shall meet the\n\nfollowing requirements:\n\n1. The community shall submit an application to the Oklahoma\n\nDepartment of Commerce containing basic demographic and statistical\n\ninformation, including crime statistics, tax-related information,\n\nrecreational opportunities, housing prices and availability, health\n\ncare and emergency medical service availability and other factors\n\ndeemed relevant by the Department;\n\n2. The community shall demonstrate the support and active\n\ninvolvement of the local governing body, churches, clubs,\n\nbusinesses, media outlets or other entities with an interest in the\n\nfuture of the community;\n\n3. The community shall submit with the application a plan\n\ndescribing the community’s long-term care facility and service\n\ncapabilities and the community’s strategy for marketing the\n\ncommunity to retirees. The plan shall include a target market, a\n\nlist of competing communities, an analysis of the community’s\n\nstrengths, weaknesses, opportunities and dangers, and the steps the\n\ncommunity will employ to achieve the goals of the plan; and\n\n4. The applicant community shall certify the availability of at\n\nleast Twenty Thousand Dollars ($20,000.00) to be expended by the\n\ncommunity to implement the Certified Retirement Communities Program.\n\nC. For purposes of this act, “community” means a city, town or\n\ncounty.
