The Oklahoma Department of Commerce shall accept and review\n\napplications from communities seeking to become a certified\n\nretirement community. The Department shall determine which\n\ncommunities qualify for certification.\n\nB. In determining which communities qualify, the Department\n\nshall develop a set of criteria for evaluating and scoring the\n\napplicants and comparing each applicant against the other\n\napplicants. The criteria developed by the Department shall include:\n\n1. The competitiveness of the tax burden on residents in the\n\ncommunity;\n\n2. Housing availability and cost;\n\n3. Climatic factors;\n\n4. Personal and community safety;\n\n5. Work, volunteer and community service opportunities;\n\n6. Health care and emergency medical services available to\n\nresidents of the community;\n\n7. Public transportation and transportation infrastructure;\n\n8. Educational quality and opportunities;\n\n9. Recreational and leisure opportunities;\n\n10. The availability of cultural and performing arts, sporting\n\nevents, festivals and other activities; and\n\n11.
