The Center may use monies from the Research Support\n\nRevolving Fund for the purposes of this act by awarding competitive\n\nfunds, through professional service contracts or otherwise, to\n\ninstitutions of higher education, nonprofit research foundations and\n\nprivate enterprises of special importance to the Oklahoma economy.\n\nB. The Center is authorized to provide challenge funding to\n\nOklahoma higher education institutions for the purpose of assisting\n\nsuch institutions to raise funds in research areas where they have\n\nachieved or have true promise of attaining a standard of excellence\n\nas recognized by national and international peers. The Center may\n\ntransfer to the Oklahoma State Regents for Higher Education the\n\nendowed chairs established pursuant to paragraph 1 of subsection D\n\nof this section, with any funds associated with such endowed chairs,\n\nfor the purposes specified in Section 3952 of Title 70 of the\n\nOklahoma Statutes.\n\nC. Any higher education institution which desires to obtain\n\nsuch challenge funding authorized in subsection B of this section\n\nshall submit an application to the Oklahoma Center for the\n\nAdvancement of Science and Technology. Such application shall\n\nspecify the total amount of funds such institution will provide to\n\nmeet the requirements of the challenge funding and the research\n\nmerits and economic benefits of the proposals as well as any other\n\ninformation which the Center may deem necessary in order to evaluate\n\nthe application; provided, however, such institution shall not use\n\nstate-appropriated funds for the purpose of meeting the requirements\n\nof such challenge funding.\n\nD. Funding shall be awarded on the following basis:\n\n1. For endowed chair professional service contracts or grants,\n\nthe Center shall match Two Dollars ($2.00) from the More Oklahoma\n\nScience and Technology (MOST) Eminent Scholars and Research\n\nEquipment Account for every One Dollar ($1.00) of interest income\n\ngenerated by the endowment for such chair; however, the amount of a\n\nstate professional service contract or grant for any endowed chair\n\nshall not be less than Fifty Thousand Dollars ($50,000.00) for any\n\none fiscal year. Funding awarded to match such interest shall be\n\nlimited to endowed chairs created after May 27, 1986; and\n\n2. For research professional service contracts or grants, the\n\nCenter shall match One Dollar ($1.00) from the More Oklahoma Science\n\nand Technology (MOST) Eminent Scholars and Research Equipment\n\nAccount for every One Dollar ($1.00) of monies that will be raised\n\nby such institution for matching purposes. The minimum amount of a\n\nstate professional service contract or grant for any research\n\nproject shall not be less than Ten Thousand Dollars ($10,000.00) and\n\nshall be limited to acquiring research equipment. No applicant for\n\na professional service contract or grant for research equipment\n\nunder this paragraph shall be required to obtain the mandatory\n\nmatching funding prior to application to the Center for funding.\n\nApplicants selected by the Center for funding shall have up to\n\ntwelve (12) months from the date of selection to obtain the required\n\nmatching funds. A selected applicant may request an extension of\n\ntime not to exceed three (3) months to obtain the necessary matching\n\nfunds. The period for obtaining matching funds shall not exceed a\n\ntotal of fifteen (15) months from the date of selection.\n\nE. Persons selected to hold such endowed chairs or to receive\n\nfunding for research as provided for in this section shall be\n\nselected pursuant to the procedures of the higher education\n\ninstitution which has been awarded such funding.\n\nF.
