Stat. tit. 74, § 74-5060.16","heading":"Duties of Center relating to health research","body":"The Oklahoma Center for the Advancement of Science and\n\nTechnology, with the advice and consent of the Committee, may:\n\n1. Establish and operate a state program designed to secure and\n\nimpartially distribute funds credited to the Research Support\n\nRevolving Fund to support professional service contracts for health\n\nresearch projects;\n\n2. Ensure that funding to support health research projects is\n\nawarded only on the basis of scientific merit;\n\n3. Design the health research program to ensure the optimum\n\nperformance of the investigator and the maximum efficiency of the\n\nproject;\n\n4. Evaluate and approve health research projects to be funded\n\nfrom the Research Support Revolving Fund;\n\n5. Establish a procedure for the referral of proposed health\n\nresearch projects to the Committee for review;\n\n6. Establish procedures for review of proposed health research\n\nprojects by qualified individuals residing outside this state;\n\n7. Suspend or terminate any professional service contract\n\nsupporting health research projects for failure by an investigator,\n\ninstitution of higher learning, or nonprofit research institution to\n\ncomply with the procedures, requirements, or bylaws of the Center;\n\nand\n\n8.
