Recognizing the vast, underutilized human and capital\n\nresources, both urban and rural, in the State of Oklahoma and the\n\nopportunity for economic development through technological\n\nadvancement, the Legislature and the Governor hereby adopt the\n\nfollowing goals:\n\n1. Establishing Oklahoma as a premier information technology\n\nand biotechnology center for the twenty-first century;\n\n2. Enhancing the lives of, and expanding opportunities for, all\n\nOklahomans through growth of information technology, biotechnology,\n\nnanotechnology and sensors industries and infrastructure throughout\n\nthe urban and rural areas of the state;\n\n3. Expanding and diversifying Oklahoma's economy and providing\n\nnew and higher quality jobs for Oklahomans; and\n\n4. Creating public-private partnerships to provide\n\nopportunities for development, expansion, and retention of, funding\n\nand financing for, and investment in, technology-oriented\n\nenterprises in Oklahoma.\n\nB. To further the goals set forth in the Oklahoma Science and\n\nTechnology Research and Development Act, there is hereby created the\n\nOklahoma Science and Technology Research and Development Board.
