In order to attain the goals as set forth in the Oklahoma\n\nScience and Technology Research and Development Act, Oklahoma\n\nenterprises need institutions that combine the resources of the\n\npublic and private sectors to encourage the development of new\n\nproducts, new processes and whole new industries in Oklahoma. The\n\ninstitutions are needed to:\n\n1. Support the development of new or expanded technologies;\n\n2. Provide basic and applied research capital to move\n\ninnovation to commercial application;\n\n3. Encourage the transfer of technology to firms and farms\n\nthroughout the geographic regions of the state;\n\n4. Stimulate seed-capital investment in firms that will use\n\ninnovation, new technologies, or technological advances in\n\nprofitable commercial applications;\n\n5. Foster competitiveness, productivity and modernization in\n\nOklahoma firms and farms; and\n\n6. Establish public-private partnerships to provide\n\nopportunities for development, expansion, and retention of, funding\n\nand financing for, and investment in, technology-oriented\n\nenterprises in Oklahoma.\n\nB. There is hereby created the Oklahoma Center for the\n\nAdvancement of Science and Technology.
