The Center may use monies from the Research Support\n\nRevolving Fund to carry out the purposes of this section.\n\nB. The Oklahoma Center for the Advancement of Science and\n\nTechnology shall establish a clearinghouse to provide technology\n\ntransfer and technical referral services and may charge reasonable\n\nuser fees to recover the costs of providing such services. The\n\nCenter may fund institutions of higher education to establish\n\ntechnical information data bases and industrial liaison offices\n\nwhich are easily accessible by both private and public sector\n\norganizations.\n\nC. The Center shall provide to private enterprises and\n\nindividuals, services which include, but are not limited to:\n\n1. Disseminating research and technical information;\n\n2. Referring clients to researchers or laboratories for the\n\npurpose of testing and evaluating new products, processes or\n\ninnovations;\n\n3. Assisting persons developing innovations or new technology\n\nin locating enterprises or entrepreneurs that may be interested in\n\napplying such innovations or new technologies; and\n\n4. Providing managerial assistance to enterprises requesting\n\nsuch assistance, but particularly to those small enterprises of\n\nspecial importance to the Oklahoma economy.\n\nD. The Center shall encourage business enterprises to use such\n\ntechnology transfer and technical support services as provided by\n\ninstitutions of higher education and especially the state's Small\n\nBusiness Development Centers.\n\nE. The Center shall assist minority businesses in obtaining\n\ninvestments or loans or other means of financial assistance. The\n\nterms and conditions of such loans or financial assistance,\n\nincluding the charges for interest and other services, will be\n\nconsistent with the provisions of this act.
