The Oklahoma Science and Technology Research and Development\n\nBoard is authorized and instructed to make an annual report no later\n\nthan November 1 to the Governor, the President Pro Tempore of the\n\nSenate, and the Speaker of the House of Representatives that shall\n\ndescribe the accomplishments, the expenditures, and the activities\n\nof the prior fiscal year. The report shall include elements the\n\nBoard identifies as hampering the state's economic progress and\n\nrecommendations for changes. The report shall include an\n\nindependent audit in accordance with auditing standards generally\n\naccepted in the United States and the standards applicable to\n\nfinancial audits contained in Government Auditing Standards, latest\n\nrevised edition, issued by the Comptroller General of the United\n\nStates, which shall examine, among other things, actions governed by\n\nthe administrative policies adopted by the Board on behalf of the\n\nOklahoma Center for the Advancement of Science and Technology. The\n\nannual report shall specifically account for the ways in which the\n\nneed, mission and programs of the Center have been carried out,\n\nincluding but not limited to a review of the results of the\n\noperations and transactions according to objective measures set\n\nforth in the business plan. The report shall recommend specific\n\nchanges in the activities of the Center which are necessary to\n\nbetter carry out the need and mission described in the Oklahoma\n\nCenter for the Advancement of Science and Technology Act. The Board\n\nshall distribute its annual report by such means that will make it\n\nwidely available to those innovative enterprises of special\n\nimportance to the Oklahoma economy.\n\nB. The Board shall annually review and prepare a report showing\n\nhow and at what level other states fund technology-based economic\n\ndevelopment programs. The Board shall recommend an appropriate\n\nfunding level for Oklahoma which will make these programs nationally\n\ncompetitive with those of other states. The Board's findings and\n\nrecommendations shall be included in the annual report to be\n\nsubmitted to the Governor and the Legislature.\n\nC. The Center shall adopt a threshold funding level for each of\n\nthe programs provided for by law. The threshold amount shall\n\nprovide for funding that is great enough to have a significant\n\nimpact and carry out the intent of the Legislature. If the funding\n\nfor these programs falls below the threshold, then no funding shall\n\nbe provided by the Center to the program funded below threshold\n\nlevel.\n\nD. The Board, on behalf of the Center, shall fund areas of\n\nresearch and development that the Board selects as most likely to\n\nstimulate information technology, biotechnology, genetics,\n\nmeteorology and climate studies, and emerging or developing\n\ntechnology and related jobs; foster patents; result in new patents,\n\ncopyrights, trademarks, and licenses of value; pursue world-class\n\nresearch teams that support the state's primary economic development\n\nthrusts or focus areas; and stimulate private and public investments\n\nwith the intent to encourage economic development in Oklahoma.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"07e56200202d000533512d95717e13eae0baf37326a8f8c505f278e510c10655","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-5060.21","next":"us-ok/okla.-stat.-tit.-74-74-5060.23"},"notice":"GroundRules: Original legal text.
