There is hereby created the Science and Technology Council,\n\nto continue until July 1, 2007, in accordance with the provisions of\n\nthe Oklahoma Sunset Law. The Council shall consist of fourteen (14)\n\nmembers, who shall be appointed by the Governor with the advice and\n\nconsent of the Senate and serve at the pleasure of the Governor, and\n\nthe Secretary of Science and Technology Development. The Secretary\n\nof Science and Technology Development shall chair the Council,\n\npreside at meetings of the Council, arrange the Council's agenda,\n\nappoint committees as desired, sign official Council documents, and\n\nperform such other duties as may be prescribed by the Council. The\n\nCouncil shall elect to annual terms beginning July 1 a vice-chair\n\nand such other officers as the Council deems appropriate. The vice-\n\nchair shall perform the duties of the chair during the chair's\n\nabsence or disability and shall perform such other duties as may be\n\nprescribed by the Council. The chair or vice-chair and seven other\n\nmembers shall constitute a quorum.\n\nB. The mission and duties of the Council shall be to search\n\nfor, review, and identify targeted market opportunities for this\n\nstate. The Council shall rank opportunities identified, by specific\n\narea of opportunity, to determine the best prospects for helping\n\nthis state develop, advance, and gain recognition of, market\n\nleadership. The Council's selections shall be presented to the\n\nBoard of Directors of the Oklahoma Center for the Advancement of\n\nScience and Technology (OCAST).\n\nC. The Council shall be subject to the Oklahoma Open Meeting\n\nAct and Oklahoma Open Records Act; provided, the chair or vice-chair\n\nmay at any time and without prior notice call the Council into\n\nexecutive session for the purpose of examining or discussing\n\nproprietary or financial information of research or business\n\nentities and may determine that related records remain confidential.\n\nD. Staff assistance and meeting space for the work of the\n\nCouncil shall be provided by the office of the Vice President of\n\nTechnology Development of the University of Oklahoma and further,\n\nwhen requested by the Secretary of Science and Technology\n\nDevelopment, the Oklahoma Center for the Advancement of Science and\n\nTechnology.\n\nE. Expenses of the Council shall be paid from the Science and\n\nTechnology Council Revolving Fund created by Section 2 of this act\n\nand for the purposes set forth therein.
