Stat. tit. 74, § 74-5060.44","heading":"Oklahoma Center for the Advancement of Science and","body":"Technology Intern Partnership for STEM Workforce Pipeline Program.\n\nA. As used in this section:\n\n1. “Applicant organization” means an Oklahoma-based entity that\n\nis a nonprofit research foundation or private enterprise of special\n\nimportance to the Oklahoma economy; and\n\n2. “Eligible student” means an individual currently enrolled in\n\na technology center school under the governance of the State Board\n\nof Career and Technology Education or an individual currently\n\nenrolled in an undergraduate or graduate program at an institution\n\nof higher education who is majoring in a science, technology,\n\nengineering, and mathematics (STEM) based discipline including, but\n\nnot limited to, natural sciences, computer science, materials\n\nscience, engineering, biomedical, biotechnical, data analytics,\n\nfinance, mathematics, or a support area related to building\n\nsuccessful Oklahoma high-tech companies.\n\nB. There is hereby created the Oklahoma Center for the\n\nAdvancement of Science and Technology Intern Partnership for STEM\n\nWorkforce Pipeline Program to be administered by the Oklahoma Center\n\nfor the Advancement of Science and Technology under the governance\n\nof the Oklahoma Science and Technology Research and Development\n\nBoard.\n\nC. The Oklahoma Center for the Advancement of Science and\n\nTechnology may award competitive internship funds, through\n\nprofessional service contracts, to applicant organizations to hire\n\nqualified student interns to participate in innovative industry\n\nprojects.\n\nD. To qualify for program internship funds, the applicant\n\norganization must provide:\n\n1. Documentation verifying that not less than fifty percent\n\n(50%) of the total direct cost of the proposed project will be\n\nprovided by sources other than the Oklahoma Center for the\n\nAdvancement of Science and Technology and other state-appropriated\n\nmoney. Such sources may be in the form of salary, cash, nonstate\n\ngrant funds, and other sources of funding as defined by the Oklahoma\n\nCenter for the Advancement of Science and Technology;\n\n2. A description of the potential commercial application of and\n\nthe industrial sectors that will likely benefit from the project and\n\nthe potential to enhance employment opportunities in Oklahoma;\n\n3. An itemized research budget, timeline, and research\n\nmethodology; and\n\n4. Any other information that may be required by the Board.\n\nE. The Board shall award professional service contracts after\n\nit determines the applicant organization:\n\n1. Provides a beneficial and meaningful intern experience which\n\nincludes exposure to real-world application of technology and\n\ninnovation activities;\n\n2. Involves projects leading to innovation, new knowledge, or\n\ntechnology that will benefit the applicant organization;\n\n3. Has a reasonable probability to enhance employment\n\nopportunities within Oklahoma;\n\n4. Is technically sound, will produce a measurable result, and\n\nwill provide a positive impact to the applicant organization; and\n\n5. Does not involve market surveys or research activities that\n\ncreate fundamental or basic information which lack the potential for\n\nreasonably short-term commercialization.\n\nF. Based upon the information submitted by the applicant\n\norganization, external peer review, and such additional\n\ninvestigation as the staff of the Center shall make, the Board may\n\napprove such professional service contracts after the Board finds\n\nthat:\n\n1. The proposed project is research that leads to innovation,\n\nnew knowledge, or technology and is not training or technical\n\nassistance for business firms;\n\n2. The project has a reasonable probability to enhance\n\nemployment opportunities within the state; and\n\n3. The project is technically sound and will produce a\n\nmeasurable result.\n\nG.
