The Oklahoma Center for the Advancement of Science and\n\nTechnology (OCAST) may use monies from the Research Support\n\nRevolving Fund to carry out the purposes of the Oklahoma Science and\n\nTechnology Research and Development Act by awarding competitive\n\nbasic and applied plant science research funds, through professional\n\nservice contracts, to institutions of higher education, nonprofit\n\nresearch foundations and private enterprises of special importance\n\nto the Oklahoma economy.\n\nB. The Oklahoma Center for the Advancement of Science and\n\nTechnology, contingent on the availability of funds, and with the\n\nadvice of the Plant Science Research Committee, shall:\n\n1. Establish and operate a state program designed to secure and\n\nimpartially distribute funds credited to the Research Support\n\nRevolving Fund to support professional service contracts for basic\n\nplant science research projects to be awarded only on the basis of\n\nscientific and technical merit;\n\n2. Design the basic plant science research program to ensure\n\nthe optimum performance of the investigator(s) and the maximum\n\nefficiency of the project(s);\n\n3. Evaluate and approve basic plant science research projects\n\nto be funded from the Research Support Revolving Fund;\n\n4. Establish a procedure for the referral of proposed basic\n\nplant science research projects to the Plant Science Research\n\nCommittee for review;\n\n5. Establish procedures for review of proposed basic plant\n\nscience research projects by qualified individuals, the majority of\n\nwhom reside outside of Oklahoma;\n\n6. Suspend or terminate any professional service contract\n\nsupporting basic plant science research projects for failure by an\n\ninvestigator, institution of higher learning, private enterprise, or\n\nnonprofit research institution to comply with the procedures,\n\nrequirements, or bylaws of the Oklahoma Science and Technology\n\nResearch and Development (OSTRaD) Board; and\n\n7. Enter into contracts to ensure the optimum performance of\n\nplant science research investigators and to ensure the maximum\n\nefficiency of proposed plant science research projects.\n\nC. The Board shall award funding or professional service\n\ncontracts for basic plant science research, contingent on the\n\navailability of funds and based upon the proposal submitted;\n\nexternal peer review, the majority of whom must reside outside of\n\nOklahoma; and such additional investigation as the staff of OCAST\n\nshall make only after:\n\n1. Developing, adopting and publishing the criteria it shall\n\nuse when evaluating research proposals; and\n\n2. Ensuring that funding to support basic plant science\n\nresearch projects is awarded only on the basis of scientific and\n\ntechnical merit.\n\nD. The Oklahoma Center for the Advancement of Science and\n\nTechnology, contingent on the availability of funds, and with the\n\nadvice of the Plant Science Research Committee, shall establish and\n\noperate a state program designed to secure and impartially\n\ndistribute funds credited to the Research Support Revolving Fund to\n\nsupport professional service contracts for applied plant science\n\nresearch projects.\n\nE. The OSTRaD Board shall award funding or professional service\n\ncontracts for applied plant science research only after:\n\n1. Developing, adopting and publishing the criteria it shall\n\nuse when evaluating research proposals; and\n\n2. Reviewing applied plant science research proposals which\n\npresent:\n\na. documentation, if the proposal is from an institution\n\nof higher education or nonprofit research institution,\n\nthat not less than fifty percent (50%) of the total\n\ndirect cost of the proposed project will be provided\n\nby sources other than OCAST and other than state-\n\nappropriated money; machinery or equipment may be\n\nconsidered as part of the matching funds for the\n\nresearch, but must be accompanied by a statement:\nhe proposal is from an institution\n\nof higher education or nonprofit research institution,\n\nthat not less than fifty percent (50%) of the total\n\ndirect cost of the proposed project will be provided\n\nby sources other than OCAST and other than state-\n\nappropriated money; machinery or equipment may be\n\nconsidered as part of the matching funds for the\n\nresearch, but must be accompanied by a statement:\n\n(1) that the institution of higher education or\n\nnonprofit research institution has possession of\n\nthe machinery or equipment and that it is\n\nappropriate and useful to the program under\n\nreview, and either\n\n(2) verifying that the equipment or machinery is\n\ndonated and has only been used in testing to\n\nensure quality control, or used by a wholesaler\n\nor retailer for demonstration purposes only and\n\nverifying the fair market value of the machinery\n\nor equipment on the date of the gift, or\n\n(3) detailing the price paid by the institution of\n\nhigher education or nonprofit research\n\ninstitution, with an invoice showing the amount\n\npaid for the machinery or equipment,\n\nb. documentation, if the proposal is from a private\n\nenterprise, that not less than fifty percent (50%) of\n\nthe total direct cost of the proposed project will be\n\nprovided by sources other than OCAST and other than\n\nstate-appropriated money. No portion of the fifty\n\npercent (50%) may be provided by in-kind services\n\nperformed by the enterprise,\n\nc. a description of the potential commercial application\n\nof and the industrial sectors that will likely benefit\n\nfrom the applied research project and the potential to\n\nenhance employment opportunities in Oklahoma,\n\nd. an itemized research budget, time line and research\n\nmethodology,\n\ne. a recommendation from the sponsoring institution of\n\nhigher education, nonprofit research institution or\n\nbusiness enterprise, and\n\nf. other information that may be required by the Board.\n\nF. The OSTRaD Board may approve such applied plant science\n\nresearch proposals, contingent on the availability of funds, after\n\nthe Board finds, based upon the proposal submitted; external peer\n\nreview, the majority of whom must reside outside of Oklahoma; and\n\nsuch additional investigation as the staff of OCAST shall make and\n\nincorporate in its minutes, that:\n\n1. The proposed project is research that leads to innovation,\n\nnew knowledge or technology and is not training or technical\n\nassistance for business firms;\n\n2. The project has a reasonable probability to enhance\n\nemployment opportunities within Oklahoma; and\n\n3.
