The board of directors for the Oklahoma Science and\n\nTechnology Research and Development (OSTRaD) Board shall consist of\n\nnine (9) members and shall be comprised as follows:\n\n1. Four members appointed by the Governor as follows:\n\na. two members representing a higher education\n\ninstitution technology transfer office within this\n\nstate or a scientist or engineer with extensive\n\nexperience managing applied scientific or\n\ntechnological research, and\n\nb. two members who are or who have served as executive\n\nofficers in industries of life sciences, biotech,\n\nautonomous systems, aerospace, energy, information\n\ntechnology, other emerging technologies or finance;\n\n2. Two members appointed by the President Pro Tempore of the\n\nSenate who are or who have served as executive officers in\n\nindustries of life sciences, biotech, autonomous systems, aerospace\n\nsystems, aerospace, energy, information technology, other emerging\n\ntechnologies or finance, one of whom resides within this state in a\n\ncurrent U.S. Census Bureau metropolitan statistical area containing\n\nat least five hundred thousand (500,000) residents according to the\n\nmost recent Federal Decennial Census and one of whom resides within\n\nthis state and outside the metropolitan statistical areas described\n\nin this paragraph;\n\n3. Two members appointed by the Speaker of the House of\n\nRepresentatives who are or who have served as executive officers in\n\nindustries of life sciences, biotech, autonomous systems, aerospace\n\nsystems, aerospace, energy, information technology, other emerging\n\ntechnologies or finance, one of whom resides within this state in a\n\ncurrent U.S. Census Bureau metropolitan statistical area containing\n\nat least five hundred thousand (500,000) residents according to the\n\nmost recent Federal Decennial Census and one of whom resides within\n\nthis state and outside the metropolitan statistical areas described\n\nin this paragraph; and\n\n4. The Secretary of Science and Innovation.\n\nB. The Secretary of Science and Innovation, or a designee of\n\nthe Governor, shall serve as chair.\n\nC. In making appointments to the Oklahoma Science and\n\nTechnology Research and Development Board, appropriate consideration\n\nshall be given to representation upon the Board by race, gender and\n\ngeographical area.\n\nD. With the exception of the Secretary of Science and\n\nInnovation, all members shall serve a four-year term at the pleasure\n\nof their appointing authority.\n\nE. The Board shall meet at least once each calendar quarter and\n\nat such other times:\n\n1. Upon call of the chair;\n\n2. Upon call of the chief executive officer of the OSTRaD or\n\nthe Institute; or\n\n3. Upon written request of a majority of the board members.\n\nF. Five voting members of the Board shall constitute a quorum.\n\nA quorum of the Board shall be necessary to transact business. All\n\nactions of the board members shall be made by a majority of the\n\nquorum present.\n\nG.
