It is in the best interest of the State of Oklahoma to\n\nensure the continued location and expansion of established military\n\nbases and facilities in this state;\n\n2. Growth to political subdivisions as a result of the presence\n\nand expansion of military bases and facilities requires improved and\n\nexpanded municipal and school infrastructure and facilities; and\n\n3.
