Credit enhancement granted by the Oklahoma Development\n\nFinance Authority shall be categorized by use as portfolio mix\n\ncategories as follows:\n\n1. Industrial, agribusiness, and other private activity;\n\n2. Infrastructure and other publicly owned facilities of\n\ngovernmental entities;\n\n3. Health care and other nonprofit-owned facilities; and\n\n4. The Quality Jobs Investment Program established pursuant to\n\nSection 5062.8a of this title.\n\nB. The balance, as determined by the total principal amount\n\nauthorized pursuant to Section 5063.11 of this title less the amount\n\nof Credit Enhancement Reserve Fund applications approved by the Bond\n\nOversight Commissions prior to June 9, 1990, less the amount\n\nallocated pursuant to Section 5063.4i of this title, shall be\n\nallocated to the portfolio mix categories as follows:\n\n1. Twenty-five percent (25%) of said balance shall be allocated\n\nto the industrial, agribusiness, and other private activity\n\nportfolio mix category; and\n\n2. Seventy-five percent (75%) of said balance shall be\n\nallocated to the infrastructure and other publicly owned facilities\n\nof governmental entities portfolio mix category, health care and\n\nother nonprofit-owned facilities portfolio mix category; provided,\n\nno more than twenty percent (20%) of this allocation may be used for\n\nhealth care and other nonprofit-owned facility projects.\n\nC. The Authority is authorized to credit enhance and secure the\n\npayment of principal, interest and premium, if any, on the revenue\n\nbonds and other financial obligations issued pursuant to the\n\nOklahoma Development Finance Authority Act, the Local Development\n\nFinancing Act and the Credit Enhancement Reserve Fund Act. Except\n\nas used for the Small Business Credit Enhancement Program, the\n\noriginal principal amount of a credit enhancement commitment of the\n\nAuthority granted to obligations in the industrial, agribusiness,\n\nand other private activity portfolio mix category shall not exceed\n\nTwo Million Five Hundred Thousand Dollars ($2,500,000.00).\n\nD. To maximize use of the credit enhancement resource and to\n\nassure the viability of the Fund, the Fund shall have a balanced\n\nportfolio by loan size. In the case of the industrial,\n\nagribusiness, and other private activity portfolio mix category, the\n\nFund shall strive to achieve a cumulative average loan size of less\n\nthan One Million Dollars ($1,000,000.00).\n\nE.
