The Oklahoma Department of Commerce shall establish a\n\nprogram to provide assistance to inventors. On July 1, 1998, all\n\npowers, duties, responsibilities, files, and records relating to the\n\ninventors assistance program shall be transferred to the Oklahoma\n\nCenter for the Advancement of Science and Technology (OCAST).\n\nB. The program shall be designed to:\n\n1. Attract inventors from throughout this state, the nation and\n\nother countries and encourage them to submit their proposals for\n\nreview and evaluation;\n\n2. Provide assistance to inventors whose proposals are accepted\n\nwhich shall include patent searches, market analysis, product\n\nresearch and development, assistance in obtaining financing,\n\nbusiness counseling, and any other assistance necessary to develop\n\nthe product to the commercial stage which is not prohibited by the\n\nConstitution or laws of this state and further to protect both the\n\nstate and the inventor, this section would require a provisional\n\npatent application or patent application be on file with the U.S.\n\nPatent Office before the state will review proposal;\n\n3. Provide assistance and training to inventors to enable the\n\nmanufacturing, marketing and distribution of their product;\n\n4. Direct inventors to the Inventors Development Society, the\n\nOklahoma Inventors Congress, or other similar organizations for\n\nassistance; and\n\n5.
