There is hereby created in the State Treasury a separate\n\nrevolving fund for the Oklahoma Department of Commerce, to be\n\ndesignated the \"Inventors and Entrepreneurs Program Fund\". The fund\n\nshall be a continuing fund, not subject to fiscal year limitations,\n\nand shall consist of all monies received by the Department for\n\nimplementation of this act from all funds appropriated thereto by\n\nthe Legislature, all fees received pursuant to this act, any federal\n\nfunds, gifts, private and matching funds and all contributions\n\ndedicated thereto from private, state, federal or whatever source.\n\nAll monies accruing to the credit of said fund are hereby\n\nappropriated and may be budgeted and expended by the Department for\n\nthe purpose of implementing this act; however, monies expended for\n\nadministrative costs shall not exceed five percent (5%) of the total\n\namount of monies in said fund. Any amount in said fund not directly\n\nneeded to implement the provisions of this act shall go to the\n\nGeneral Revenue Fund of the state. Expenditures from said fund\n\nshall be made upon warrants issued by the State Treasurer against\n\nclaims filed as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nB. On July 1, 1998, the Inventors and Entrepreneurs Program\n\nFund shall be abolished and any unencumbered funds remaining in the\n\nInventors and Entrepreneurs Program Fund shall be transferred to the\n\ncredit of the OCAST Research Support Revolving Fund.
