There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Center for the Advancement of Science and\n\nTechnology to be designated the “Oklahoma Capital Formation\n\nRevolving Fund”. The fund shall be a continuing fund, not subject\n\nto fiscal year limitations, and shall consist of appropriated funds.\n\nAll monies accruing to the credit of the fund are hereby\n\nappropriated and, as authorized by the Oklahoma Science and\n\nTechnology Research and Development Board, shall be expended by the\n\nOklahoma Center for the Advancement of Science and Technology to\n\nperform the duties imposed upon the Board by law. Expenditures of\n\nappropriated funds from the fund shall be made upon warrants issued\n\nby the State Treasurer against claims filed as prescribed by law\n\nwith the Director of the Office of Management and Enterprise\n\nServices for approval and payment.\n\nB. On July 1, 1991, any unencumbered funds remaining in the\n\nOklahoma Capital Investment Board Revolving Fund shall be\n\ntransferred to the credit of the Oklahoma Capital Formation\n\nRevolving Fund.
