In addition to the powers and duties as defined elsewhere in\n\nstatute, the Office of Homeland Security has the duty and\n\nresponsibility for interoperable public safety communications\n\nplanning within this state. As part of this duty the Office of\n\nHomeland Security shall:\n\n1. Annually develop and electronically report to the Governor,\n\nPresident Pro Tempore of the Senate, and Speaker of the House of\n\nRepresentatives, the Statewide Communications Interoperability Plan;\n\n2. Coordinate statewide planning for public safety\n\ncommunication needs of state government and state emergency\n\nresponders, including a migration plan for state agency use of\n\npublic safety communications technologies and rendering of aid\n\nbetween state government and its political subdivisions for\n\norganizing and use of disparate public safety communications\n\nsystems;\n\n3. Serve as a focal point for all state-level projects\n\ninvolving public safety communications vendors where the focus of\n\nsuch authority can substantially enhance the state communications\n\nplan or savings;\n\n4. Apply for, receive and hold, or assist state agencies in\n\napplying for, receiving or holding such authorizations, licenses,\n\nand allocations of channels and frequencies to carry out the\n\npurposes of this section;\n\n5. Establish minimum standards and protocols for acquisition,\n\ndevelopment, or enhancement of public safety communications\n\ntechnologies. These standards shall be utilized by the Information\n\nServices Division of the Office of Management and Enterprise\n\nServices pursuant to the provisions of Section 34.20 of Title 62 of\n\nthe Oklahoma Statutes; and\n\n6. Accomplish such other purposes as may be necessary or\n\nincidental to the administration of its authority or functions\n\npursuant to law.\n\nB. It is the intent of the Legislature that all state public\n\nentities comply with the provisions of the Statewide Communications\n\nInteroperability Plan issued by the Office of Homeland Security.\n\nAll state agencies are required to review the provisions of the\n\nStatewide Communications Interoperability Plan and the public safety\n\ncommunications standards issued by the Office of Homeland Security\n\nprior to the purchase, acquisition, development, or enhancement of\n\nany public safety communications system. Local public safety\n\nagencies and political subdivisions of the state are encouraged, but\n\nnot required, to review the provisions of the Statewide\n\nCommunications Interoperability Plan and the public safety\n\ncommunications standards issued by the Office of Homeland Security\n\nprior to the purchase, acquisition, development, or enhancement of\n\nany public safety communications system to assist the local public\n\nsafety agency or political subdivision in purchasing decisions.\n\nC.
