This section shall be known and may be cited as the\n\n“Oklahoma School Security Grant Program Act”.\n\nB. The Office of Homeland Security shall solicit proposals for\n\nand make grants for the enhancement of campus security at\n\ninstitutions of higher learning, technology center schools, public\n\nschools, and private schools.\n\nC. The goals and objectives of the Oklahoma School Security\n\nGrant Program are to:\n\n1. Increase the awareness of the public and educational\n\ninstitutions of the risks, threats, and vulnerabilities of school\n\ncampuses as well as mitigation strategies;\n\n2. Incentivize participation in school security training\n\nprograms designed to assess campus risks, threats, and\n\nvulnerabilities;\n\n3. Provide assistance to institutions of higher learning,\n\ntechnology center schools, public schools, and private schools\n\ninitiating or implementing school security plans, programs, and\n\nactivities; and\n\n4. Build upon the success of the pilot education grant program\n\nestablished by the Office of Homeland Security.\n\nD. The Office of Homeland Security shall determine grant\n\nproject criteria and establish a process for the consideration of\n\nproposals. The proposals shall be considered on a statewide\n\ncompetitive basis among peer institutions. To be eligible for an\n\nOklahoma School Security Grant Program award, an institution of\n\nhigher learning, technology center school, public school, or private\n\nschool shall:\n\n1. Complete a risk and vulnerability assessment conducted by\n\nthe Oklahoma School Security Institute or a nationally qualified\n\nrisk and vulnerability assessor; and\n\n2. Agree to expend grant funds on items recommended by the risk\n\nand vulnerability assessment and/or to provide de-escalation and\n\nbehavioral threat assessment and management training to employees.\n\nRecommended items eligible for grant fund expenditures may include,\n\nbut shall not be limited to, physical security enhancements such as\n\ncameras, gates, lighting, locks, doors, windows, security\n\ngeofencing, and ballistic storm shelters.\n\nE. Each year the Office of Homeland Security shall prepare an\n\nannual report on the Oklahoma School Security Grant Program and\n\nsubmit the report electronically to the Governor, the President Pro\n\nTempore of the Senate, and the Speaker of the House of\n\nRepresentatives.
