There is hereby created in the State Treasury a revolving\n\nfund for the Office of Homeland Security to be designated the\n\n“Oklahoma School Security Revolving Fund”. The Oklahoma School\n\nSecurity Revolving Fund shall be a continuing fund, not subject to\n\nfiscal year limitations, and shall consist of monies received by the\n\nOffice of Homeland Security from:\n\n1. Reimbursements, grants, or other monies received from other\n\nstate agencies and entities of state government for school security;\n\n2. Reimbursements, grants, or other monies received by the\n\nOffice of Homeland Security from the United States government\n\nobligated to school security projects;\n\n3. Gifts, donations, and bequests; and\n\n4. Monies appropriated or apportioned by the state.\n\nB. All monies accruing to the credit of the Oklahoma School\n\nSecurity Revolving Fund are hereby appropriated and may be budgeted\n\nand expended by the Office of Homeland Security for the\n\nadministration of the Oklahoma School Security Grant Program.\n\nContingent upon the availability of funding, the Office of Homeland\n\nSecurity may make grants each year to institutions of higher\n\nlearning, technology center schools, public schools, and private\n\nschools as provided in Section 51.2b of this title.\n\nC.
