There are hereby created regional planning and coordination\n\nadvisory councils for homeland security. The Office of Homeland\n\nSecurity shall designate the geographical boundaries for each\n\nregional advisory council within the state.\n\nB. Each regional advisory council shall be composed of the\n\nfollowing members:\n\n1. A chief of a paid fire department;\n\n2. A chief of a volunteer fire department;\n\n3. A county sheriff;\n\n4. A chief of a police department;\n\n5. A physician or hospital administrator;\n\n6. An emergency management coordinator;\n\n7. An emergency medical services provider;\n\n8. A veterinarian;\n\n9. A representative of a state or local disaster relief agency;\n\n10. A city manager or mayor;\n\n11. A county commissioner;\n\n12. A public health representative;\n\n13. A council of government representative;\n\n14. A representative of a public school district; and\n\n15. A representative of an institution of higher learning.\n\nC. The members of the regional advisory councils shall be\n\nappointed by the Office of Homeland Security. The members shall be\n\nappointed from a list of nominees provided to the Office from\n\nstatewide associations or entities that represent the disciplines to\n\nbe represented on the advisory councils. All members can be removed\n\nfor cause by the Office.\n\nD. Each member of a regional advisory council shall reside in\n\nor have employment duties within the region to be served by the\n\nregional advisory council. Regional advisory council members shall\n\nhave staggered terms of office not exceeding three (3) years and may\n\nbe reappointed upon the expiration of a term.\n\nE. Each regional advisory council shall meet at least twice a\n\nyear or more frequently at the discretion of the Office. The\n\nCommissioner of Public Safety or designee, shall attend the meetings\n\nof the regional advisory councils. A majority of the members of the\n\nregional advisory council shall constitute a quorum. The Office\n\nshall establish policies and procedures regarding the operation of\n\nthe regional advisory councils.\n\nF. The duties and responsibilities of each regional advisory\n\ncouncil shall be:\n\n1. Assessing and documenting the needs of the region related to\n\nhomeland security;\n\n2. Coordinating and cooperating with the Office to achieve the\n\nstrategic objectives prescribed in the Oklahoma Homeland Security\n\nAct; and\n\n3.
