Stat. tit. 74, § 74-5402","heading":"Purpose – Advice and recommendations – Administrative","body":"direction, coordination and support – Reports.\n\nA. The purpose of the Oklahoma Strategic Military Planning\n\nCommission shall be to analyze state policies affecting military\n\nfacilities currently in use by the United States Department of\n\nDefense and the Oklahoma Army and Air National Guard located within\n\nthe state and such infrastructure as may support or be affected by\n\nthese Department of Defense or National Guard facilities or any\n\nactivity therein. Provided further that the Commission may assist\n\nfinancially with projects designed to enhance the operation,\n\nsecurity, or support of such facilities and associated activities,\n\npursuant to the provisions of Section 5403 of this title. The\n\nCommission shall also examine methods for improving the private\n\nsector market value or potential for such military facilities.\n\nB. The Commission shall advise and recommend to the Governor\n\nand to the Legislature, by reporting to the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate, state\n\npolicies which would:\n\n1. Prevent Oklahoma’s military facilities from being targeted\n\nfor closing or downsizing;\n\n2. Maximize Oklahoma’s input into the federal base closing and\n\nrealignment process;\n\n3. Protect, to the greatest extent possible, the interests of\n\nthe communities and residents of areas located within and adjacent\n\nto such military facilities in connection with such process;\n\n4. Mitigate the effect of a reduction in military personnel\n\nhoused or assigned to such facilities, reduction in military\n\nactivity associated with such facilities, or other changes in either\n\ncivilian or military activity which have the potential to reduce\n\nemployment, business activity, personal income or other economic\n\ngrowth in the affected areas; and\n\n5. Encourage and facilitate the relocation of mission\n\nresponsibilities and resources to Oklahoma military facilities from\n\nmilitary bases located outside Oklahoma.\n\nC. Responsibility for the administrative direction,\n\ncoordination and support of the Commission shall be with the Office\n\nof the Governor.\n\nD. The Commission shall submit an annual written report of its\n\nfindings, conclusions and recommendations to the Governor, the\n\nSpeaker of the Oklahoma House of Representatives and the President\n\nPro Tempore of the Oklahoma State Senate not later than December 31.\n\nE. The Oklahoma Department of Commerce, the Oklahoma Tax\n\nCommission, the Oklahoma Employment Security Commission and other\n\nagencies of state government shall provide such assistance to the\n\nCommission as the Commission may require in order to perform the\n\nduties imposed upon it.\n\nF. Members of the Commission shall be reimbursed by their\n\nappointing authority, except that members appointed from the\n\nmunicipalities shall be reimbursed by the Oklahoma Department of\n\nCommerce, for travel to meetings of the Commission pursuant to the\n\nState Travel Reimbursement Act.\n\nLegislators who serve as members of the Commission shall be\n\nreimbursed for travel to meetings pursuant to Section 456 of Title\n\n74 of the Oklahoma Statutes.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"c7121d7e5d7dad32cb123f4c801758daec07eb3640110a6a7c8427f348d9a81f","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-5401","next":"us-ok/okla.-stat.-tit.-74-74-5403"},"notice":"GroundRules: Original legal text.
