Stat. tit. 74, § 74-589.1","heading":"Certification","body":"Each agency deciding to privatize an agency function shall\n\ncertify in writing to the Governor, President Pro Tempore of the\n\nSenate, Speaker of the House of Representatives, and the Office of\n\nManagement and Enterprise Services that:\n\n1. The provisions of the Oklahoma Privatization of State\n\nFunctions Act and all other applicable laws regarding the\n\nprivatization of the respective state functions have been complied\n\nwith;\n\n2. The quality and cost of the services to be provided by the\n\nselected bidder are likely to exceed the quality and cost benefit\n\nstandards for the state function as formerly delivered by agency\n\nemployees; and\n\n3.
