If the State of Texas enters into the Red River Boundary\n\nCompact in substantially the form provided in Section 2 of this act,\n\nthe designee of the Oklahoma Red River Boundary Commission has the\n\nauthority to negotiate with the appropriate Texas representative to\n\nresolve any differences between the States of Oklahoma and Texas\n\nregarding matters covered by the compact. The designee shall\n\nconduct the negotiations in cooperation with the Oklahoma Red River\n\nBoundary Commission.\n\nB.
