If the State of Texas enters into the Red River Boundary\n\nCompact in substantially the form provided by Section 2 of this act,\n\nthe designee of the Oklahoma Red River Boundary Commission has the\n\nauthority to negotiate with the appropriate Texas representative to\n\nestablish procedures for implementing the compact’s provisions. The\n\ndesignee shall conduct the negotiations in cooperation with the\n\nOklahoma Red River Boundary Commission.\n\nB. The designee shall report annually to the Governor, the\n\nSpeaker of the House of Representatives and the President Pro\n\nTempore of the Senate, or more frequently if necessary, on the\n\nstatus of the negotiations.\n\nC.
